#097 07-17-78 Creation of Valley Square CommissionResolution #97 July 17, 1978 Member Johnson introduced and read the written resolution and moved its adoption: RESOLUTION (Creation of a Valley Square Commission) WHEREAS, the Golden Valley City Council has determined there is a need to preserve, revitalize and redevelop the Valley Square area for the following purposes: 1. Maintain a viable commercial area (to increase the tax base) 2. Provide a visible community focal point (to develop community identy) 3. Improve the range of housing opportunities available. 4. Provide potential for necessary public services (required by the community) and; WHEREAS, the Council, by actions and resolutions of May 25, and June 1, 1978, has approved a concept plan based on recommendations contained in the January 16, 1978 report of the Valley Square Commission. NOW, THEREFORE, BE IT RESOLVED, that there is hereby established a new Valley Square Commission to further study and make recommendations to the Council for the implementation of that concept plan and the development of the area known as Valley Square. Where required by law or deemed appropriate by the Council these recommendations may be referred to the H.R.A. or other appropriate commissions. BE IT FURTHER RESOLVED, the Commission hereby established shall consist of five members, one of who shall chair the full commission and be responsible for coordinating the operations of the four task forces, and four of which each will chair one of the task force. The role and functions of all the members of the Commission and Task Force shall be performed in a manner that recognizes the Council's overriding concern for developing a well planned, aesthetic community focal point, as stated in the purposes above. A. Task Forces: 1. Commission Task Force on Economic Development shall, through personal contact and other means, encourage potential developers to maximise the area's enconomic opportunities. 2. Commission Task Force on Existing Development shall recommend and pursue means by which the area's persently existing establishments can be persuaded to improve, beautify, enhance, and otherwise upgrade their properties. 3• Commission Task Force on Civic Center Development shall prepare a conceptual plan reflecting the role and function of present and projected civic facilities as they interrelate with one another. 4. Commission Task Force on Parkway Development shall prepare a plan and recommendation for a parkway system to include Creekside areas, pedestrian movement, focal points and accessories. Resolution #97 con't July 17, 1978 B. Commission: 1. The Commission shall consolidate and refine the work of the four commission task forces and transmit their recommendations to the Council. 2. The Commission shall focus special attention on aesthetic, lighting and other details as the Council may direct. 3. By September 1, 1978, the Commission shall recommend names to the Council for appointment to the four commission task forces. 4. The Commission shall hold, for the Council, semi-annual informational meetings to which advisory commissions will be invited. C. Evaluation: 1. No later than March 1980, the Council shall evaulate the progress of the commission, hereby established, and shall take action to extend, amend, or otherwise direct its functioning. D. Appointment: 1. Upon passage of this Resolution, the Council shall seek and receive applications for membership on the Valley Square Commission. At the first Council Meeting in September, appointments mAy be made from the list of applications and from the roster of the rsent Commission. Length of terms will be established at that m t g.
