Member Thorsen introduced and read the written resolution and moved its adoption:
RESOLUTION
(Receiving Consultants Report on Open Space)
WHEREAS, the current Golden Valley Comprehensive Plan has as a goal to
"set aside a large proportion of land for wildlife and maintain high air, noise,
and water quality in keeping with the City image of natural beauty, and
WHEREAS, the Golden Valley Comprehensive Plan has as a policy, "Wildlife
areas will be developed as an additional class of parks, and
WHEREAS, the Open Space Commission has completed a thorough study and
evaluation of city owned areas having potential for preservation and development
as "open space", and
WHEREAS, the City Council has adopted the following definition of
Open Space:
1. Conservation Open Space: Areas where plants, animals, water, air,
and soil have been left in an undisturbed state, or which can be
restored to a condition which fosters the growth and preservation
of native wildlife and vegetation.
2. Protection Open Space: Land that safeguards man from both the
normal effects of nature and the effects of short-sighted human
alteration of natural environmental features such as "floodplains,
wetlands, ponding and drainage ways, or which provides a buffer
between dissimilar areas.
3. Amenity Open Space: Undeveloped land and natural features worthy
of preservation primarily for their scenic or esthetic value.
4. Recreation Open Space: Parks, trails, water access sites, golf
courses, ball parks, picnic grounds, band pavillions, and various
other recreational facilities that meet the recreation needs of
Golden Valley residents.
NOW THEREFORE, BE IT RESOLVED that the City Council of Golden Valley
hereby designates the following City properties as primarily conservation,
protection and/or amenity open space:
1. Rice Lake
2. Outlot #1, Cawn Acres 2nd Addition
3. Bassett Creek Bird Sanctuary
4. Bassett Creek Park
5. Honeywell Pond
6. Pennsylvania Woods
7. Lot 61, Auditor's Subdivision 322, except the easterly 162 feet
thereof (Ewald Donation)
8. Laurel Avenue Ponds
9. The NE 4 of the NE z of Section S,T117, R21 except Cortlawn
Addition 2nd Section and Cortlawn Addition
10. Lot C, Kennedy's West Tyrol Hills Addition (Strawberry Pond)
BE IT FURTHER RESOLVED that the Golden Valley City Council receives
the report of the Enviornmental Collaborative, accepts it as a guide for future
decision making, and directs the newly constituted Open Space and Recreation
Commission and the Staff to use it in developing ecommendations for more
specific designations and uses for these areas

The motion for the adoption of the foregoing resolution was duly seconded by
Member Anderson and upon vote being taken thereon, the following members voted
in favor thereof: Anderson, Hoover, Johnson, Stockman and Thorsen and the
following voted against the same: none, whereupon said resolution was declared
duly passed and adopted, signed by the Mayor and his signature attested by the
City Clerk.
