Member Johnson introduced and read the written resolution and moved its adoption:
RESOLUTION
(Respecting the Solicitation and Receipt of Gifts)
WHEREAS, the City of Golden Valley from time to time receives gifts from
citizens, businesses, civic groups and foundations, and
WHEREAS, State law provides that all gifts received by the City of Golden
Valley must be approved by a two-thirds majority of the Council,
NOW THEREFORE, BE IT RESOLVED, that the Golden Valley City Council does
hereby establish the following policy for the receipt of gifts and solicitation
of funds:
1. The City Council must give prior approval to any proposal by any
City department, City official, or advisory member to solicit funds or equipment.
In determining the need for the item to be solicited, the Council shall consider:
a. The availability of other City funds.
b. The potential conflict of interest in the solicitation
of funds from any firm.
2. The solicitation of funds will be limited to either major equipment
purchases or capital projects of over $10,000.00.
3. The solicitation of funds for the City shall be the responsibility
of the City Manager. /I

The motion for the adoption of the foregoing resolution was duly seconded by
Member Thorsen and upon vote being taken thereon, the following members voted
in favor thereof: Hoover, Johnson, Stockman and Thorsen and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the
City Clerk.
