Member Johnson introduced and read the following resolution and moved its
adoption:
RESOLUTION REQUESTING CHANGES IN I-394 FRONTAGE ROADS
WHEREAS, the City of Golden Valley has determined that certain changes in
the design of proposed frontage roads along I-394, as requested by adjacent
property owners, would be in the best interest of the City of Golden Valley;
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby requests that
the following changes be made in the layout of proposed I-394;
1. The relocation of the service road to the southern edge of the above
referenced site. A portion of this particular alignment would run directly
adjacent and parallel to the St. Louis Park/Golden Valley city limit lines as
indicated on the plans submitted by United Properties, Inc. dated July 27, 1982.
2. Relocation of the County Road 18 overpass bridge to the south. This
particular alignment allows for better traffic flow along the service road from
the east side to the west side of County Road 18 and reduces the amount of lost
property on the General Mills site.
3. That the construction schedule of the southern service road occur prior
to or concurrent with the early stages of construction of I-394. This service
road is important to the access and overall development feasibility of the project.
4. That during the interim period prior to the completion of I-394, a
temporary traffic signal be placed at the Boone Avenue and Highway 12
interchange in order to allow north/south traffic to move across Highway 12 and
to allow easier east -bound right turns and west -bound left turns at Boone Avenue
providing access to the south side of Highway 12.
5. That the portion of highway construction between County Road 73 on the west
and Boone Avenue (including the interchange) on the east, and the service road
including the County Road 18 overpass bridge will have priority in the construction
schedule of I-394. Early indications are that MnDOT plans to begin this segment
of the road first and we would like to ask the City to support this prioritization.
6. That the south frontage road, immediately south of the I-394 right-of-way,
be connected to Boone Avenue.
7. That the frontage road along the north right-of-way line of I-394 between
Louisiana Avenue and Pennsylvania Avenue be constructed as a private road and
the ownership remain with the adjacent property owners.

The motion for the adoption of the foregoing resolution was seconded by Member
Stockman and upon a vote being taken thereon, the following voted in favor
thereof: Anderson, Johnson, Mitchell, Stockman and Thorsen, and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and her signature attested by the Deputy
City Clerk.
