84-063 - 06-05 - Construction Project Laurel Avenue 82 SI 15, MSAP 128-406-03Resolution 84-63 June 5, 1984 Member Thompson introduced the following resolution and moved its adoption: RESOLUTION APPOINTING THE COMMISSIONER OF TRANSPORTATION AS THE CITY OF GOLDEN VALLEY'S AGENT FOR THE ADJUSTMENT OR RECONSTRUCTION OF THE CITY'S UTILITIES WITHIN THE CITY'S RIGHT-OF-WAY FOR THE CONSTRUCTION PROJECT ON LAUREL AVENUE (82 SI 15, MSAP 128-406-03) WHEREAS, the State is preparing plans and specifications and proposes to let a contract for the construction of Laurel Avenue, from Pennsylvania Avenue South to a point 200 feet east of Louisiana Avenue South in Golden Valley, said project being identified in the records of the State as S.P. 2789-33; and WHEREAS, the City desires to adjust valve boxes, relocate a hydrant, reconstruct manholes, install castings, adjust frame and ring castings and install piling on existing watermain, within the construction limits of S.P. 2789-33; and WHEREAS, the City is not relocation, installation and time, and a separate contract result in interference with not be in the best interest o Commissioner of Transporation said items of work; and staffed or equipped to perform such adjustment, reconstruction of its inplace utilities at this to be let by the City for the items of work would he operations of the State's Contractor and would f the State, the City has requested that the act as its agent for the purpose of constructing WHEREAS, the Commissioner has determined that including said items of work in the State's construction contract would eliminate possible duplication of services and would facilitate coordination of activities so as to generally simplify and expedite the supervision and construction of the trunk highway construction project and would be in the best interest of the State; and WHEREAS, State law requires a written Agreement between the State and the City setting forth their separate responsibilities in accomplishing the Agency construction work: NOW, THEREFORE, BE IT RESOLVED by the Golden Valley City Council that the Commissioner of Transporation, pursuant to Minnesota Statutes 161.45, Subdivision 2, act as the City's agent in the preparation of final plans and specifications, to advertise for bids, to award the contract and to adjust, relocate, install and/or reconstruct its identified utility facilities in accordance with plans and specifications designated as State Project 2789-33 which are on file in the office of the Commissioner of Transporation at Saint Paul, Minnesota, and in the office of the City at Golden Valley, Minnesota. Said plans and specifications are made a part hereof, with the same force and effect as though fully set forth herein. Before the State's Contractor shall begin adjustment, relocation, installation and/or reconstruction of such items, the specifications and special provisions therefore shall be approved by the City in writing.
