87-033 - 03-05 Establish Civic Center Task ForceResolution 87-33 March 5, 1987 Member Johnson introduced the following resolution and moved its adoption: RESOLUTION ESTABLISHING A CIVIC CENTER TASK FORCE WHEREAS, the City of Golden Valley has a Valley Square Redevelopment Plan which identifies a comprehensive plan for the redevelopment of approximately 72 acres generally bounded by Highway 55 on the south, the Chicago Northwestern Railroad on the north, Pennsylvania and Kelly Avenues on the east and Boone Avenue on the west; and WHEREAS, the Valley Square Redevelopment Plan identifies the center of civic activities as Block E, The Civic Center Block; and WHEREAS, the Golden Valley Centennial Town Meeting held November 20, 1986, identified numerous citizen concerns regarding Valley Square Redevelopment in general and the Civic Center Block in particular; and WHEREAS, these citizen concerns included a broad range of issues, including but not limited to: parking and access to the post office facility, pedestrian access in Valley Square, diversification of the retail opportunities and beautification of the shopping centers, provision of retail opportunities south of Highway 55, traffic problems in Valley Square (particularly along Winnetka Avenue), consideration of alternatives to the water tower, the need for a city focal point, enhancement of Bassett Creek, and an improved civic center plan; and WHEREAS, members of the City Council and City staff have noted a number of concerns related to planning for the Civic Center Block included but not limited to: improved parking, construction of a new shops facility, construction of a new park maintenance facility, minimizing exterior and industrial type storage in this area, construction of garage facilities for city vehicles, improved organization in City Hall to serve the public, maximize efficiency, and provide better security. NOW, THEREFORE, BE IT RESOLVED that a Civic Center Task Force be appointed by the City Council of the City of Golden Valley to consider citizen, City Council and staff concerns for the Valley Square Redevelopment Area and the Civic Center Block; BE IT FURTHER RESOLVED that: 1. Membership: The membership of this Task Force shall be constituted as follows: a. A member and alternate of the Housing and Redevelopment Authority b. A member and alternate of the Open Space and Recreation Commission c. A member and alternate of the Planning Commission d. A member and alternate of the former Valley Square Commission 2. Mission: The mission of the Task Force will be to update the plan for Area E of the Valley Square Redevelopment Plan with special attention to the concerns expressed by citizens, the City Council, and staff and identifying the need to revise other portions of the Valley Square Plan as it relates to issues brought out in revising the Civic Center Plan. Time Frame: March 5, 1987 The Task Force shall serve on an Ad Hoc basis until the City Council has received adequate advice and consultation to address current concerns on the Civic Center Block and the Valley Square Redevelopment Area. The Task Force is requested to seek to provide a report of its findings by December of 1987. 4. Procedures• The Task Force shall establish its own meeting times and procedures as necessary to complete its mission. City staff will be assigned to assist the Task Force in its deliberations and the group may request additional professional consultation if it is deemed necessary. Mary E.
