87-039 - 04-07 Issue $5,000,000 Pool and Recreational Facility BondsResolution 87-39 April 7, 1987 Member Stockman introduced the following resolution and moved its adoption: RESOLUTION DETER11INING THE DESIRABILITY OF ISSUING $5,000,000 GENERAL OBLIGATION POOL AND RECREATIONAL FACILITY BONDS AND PROVIDING FOR AN ELECTION THEREON BE IT RESOLVED by the City Council of the City of Golden Valley, Minnesota, as follows: 1. The City Council hereby finds, determines and declares that it is desirable and in the best interests of the City and its inhabitants to construct and furnish a multi -use recreational facility in the City and to issue General Obligations Bonds of the City in an amount not to exceed $5,000,000 to finance the costs of the facility. 2. A special bond election is hereby called and shall be held on Tuesday, May 12, 1987, between the hours of 7:00 a.m. and 8:00 p.m., at which election the question of issuing the above bonds shall be submitted to the voters. 3. Notice of the submission of said question at said election shall be given by publication of the notice of election in the official newspaper at least once, not less than fourteen (14) days before the date of election, and by posting said notice in the office of the City Clerk, also at least fourteen (14) days prior to the election date. Said notice shall be in substantially the following form: NOTICE OF SPECIAL BOND ELECTION MAY 12, 1987 CITY OF GOLDEN VALLEY, MINNESOTA NOTICE IS HEREBY GIVEN that a special bond election will be held in and for the City of Golden Valley, Minnesota, on Tuesday, the 12th day of May, 1987, between the hours of 7:00 a.m. and 8:00 p.m., at which the following question will be submitted: Shall the City Council of the City of Golden Valley, Minnesota, be authorized to issue General Obligation Bonds of the City in an amount not to exceed $5,000,000 to finance the acquisition, construction and furnishing of a multi -use recreational facility in the City? The Clerk is authorized and directed to cause to be printed official bond ballots (or ballot strips for voting machines) for the use of the voters at said election, which shall be substantially identical in form with the sample ballot in paragraph 4 above, except that on the back of any bond ballots shall be printed the words "OFFICIAL BALLOT", the date of the election, and lines for the initials of two judges. 6. The polling places for each precinct for the election shall be as set forth in the notice of election and the election officials for each polling place shall be appointed by separate resolution of this Council. 7. The City Council shall declare the results of the vote upon said issue when it meets as a canvassing board following said election. Mary E. Fire Station 400 Turners Crossroad South 6 Calvary Lutheran Church 7520 Golden Valley Road 7 Sandburg Junior High School 2400 Sandburg Lane 8 Brookview Community Center 8200 Wayzata Boulevard All registered and qualified voters of the City are entitled to vote at said election within the respective election precincts in which they reside. DATED this 7th day of April, 1987 BY ORDER OF THE CITY COUNCIL Shirley Nelson, City Clerk 4. Pursuant to Minnesota Statutes, Sections 205.16(2) and 205.16(3), the Clerk shall also post a copy of the sample bond ballot in her office at least four (4) days before said election and shall further have said sample ballot published in the official newspaper at least seven (7) days before said election. The sample bond ballot shall be in substantially the following form: OFFICIAL BALLOT CITY OF GOLDEN VALLEY, MINNESOTA MAY 12, 1987 VOTE ON THE FOLLOWING QUESTION: [ ] YES Shall the City Council of the City of Golden Valley, Minnesota [ ] NO be authorized to issue General Obligation Bonds of the City in an amount not to exceed $5,000,000 to finance the acquisition, construction and furnishing of a multi -use recreational facility in the City? INSTRUCTION TO VOTERS: If you approve of the above question, mark a cross (X) in the "YES" square opposite said question. If you disapprove, mark the cross (X) in the "NO" square opposite said question.
