Member Bakken introduced the following resolution and moved its adoption:
RESOLUTION DESIGNATING CIRCLE DOWN/TURNER'S CROSSROAD
AS A RESIDENT -ONLY PARKING PERMIT AREA
WHEREAS, the City Council has met at the time and place specified in a
notice duly given with respect to the subject matter hereof and has heard all
interested persons; and
WHEREAS, the City Council finds the following conditions exist on Circle
Down and Radisson Road (hereinafter the "area") as a result of the present lack
of parking regulations:
1. The area does not have sufficient parking to accommodate the convenient
parking of all persons desiring to park in the area, including those
persons having their residence in the area.
2. The area is detrimentally impacted by parking of the vehicles of
non-residents and that such impact creates an unreasonable increase in
hazardous traffic conditions threatening the safety of children and
pedestrians and not otherwise consistent with a residential neighborhood.
3. The area is further detrimentally impacted by increased vehicle noise,
pollution, congestion, accumulation of litter and other adverse
environmental effects created by the volume of automobile traffic
significantly increased by non-residents parking in the area.
4. The health, safety, welfare, and integrity of the residents, the
residential area and the city as a whole, and the attractiveness and
livability of the neighborhood will be better protected by a system of
resident -only parking.
5. Street cleaning, snow removal and other clean-up and maintenance
operations are greatly hampered by the present unregulated parking
conditions; and
WHEREAS, the restriction of on street parking available to non-residents
will reduce the existing hazardous traffic conditions, reduce the adverse
environmental effects of traffic levels inconsistent with residential neigh-
borhoods, preserve the integrity of the residential area and safety of the
residents, and encourage the use of car pools and mass transit; and
WHEREAS, based on the foregoing, it appears in the interest of the public
to designate certain portions of Circle Down and Radisson Road as resident -only
parking zones;
NOW, THEREFORE, BE IT RESOLVED, by the Golden Valley City Council that
portions of those certain public streets lying within the City of Golden Valley
as described below, as the same is now laid out and dedicated within the said
limits of said City, be and the same are now hereby designated as resident -only
parking zones pursuant to the provisions of Section 700:169.34(25) of the Golden
Valley City Code:
South Side of Circle Down from the •Jest line of Lot 6, Block 2, Spring Green
South to T.H. 100, the North Side of Circle Down from Turner's Crossroad to T.H.
100 and the East side of Turner's Crossroad from Circle Down to Radisson Road.

BE IT FURTHER RESOLVED, by the Golden Valley City Council, that the above -
referenced parking restrictions shall apply to the resident -only parking zones
as described above for all twenty-four hours of every day of the week until and
unless the action here directed shall be further modified, suspended or revoked
pursuant to the aforesaid Subd. 25 of Section 700:169.34 of the Golden Valley
City Code.

The motion for the adoption of the foregoing resolution was seconded by Member
Johnson and upon a vote being taken thereon, the following voted in favor
thereof: Anderson, Bakken, Johnson, Stockman and Thompson; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and her signature attested by the Deputy
City Clerk.
