088-015 - 02-16 Approving Amendment to North Wirth Parkway Redevelopment Plan Resolution 88-15 February 16, 1988 Member Johnson introduced the following resolution and moved its adoption: RESOLUTION FOR FINDINGS AND DETERMINATION OF THE CITY COUNCIL APPROVING AN AP�ENDMENT TO THE NORTH WIRTH PARKWAY REDEVELOPMENT PLAN WHEREAS, the City Council for the City of Golden Valley approved the original North Wirth Parkway Redevelopment Plan on September 18, 1978, revised it on April 9, 1979 and amended it on March 5, 1982; and WHEREAS, the Housing and Redevelopment Authority in and for the City of Golden Valley (HRA) has prepared an Amendment to the North Wirth Parkway Redevelopment Plan ("Amendment") , which amends the original plan by adding additional land area to the original project area by extending its western boundaries along the north side of Highway 55 to Highway 100 in Golden Valley; a nd WHEREAS, the Amendrnent has been duly reviewed and commented on by the Planning Commission of the City of Golden Valley at its meeting held January 25, 1988; and NOW, THEREFORE, BE IT RESOLVED, that the City Council makes the following findings : 1. The area included within the Amendment to the North Wirth Parkway Redevelopment Plan ("Project Area") is a blighted area within the meaning of Minnesota Statutes § 469.001 to 469.047, inclusive; 2. The revitalization program proposed by the Amendment is necessary to eliminate and prevent the spread of blight; 3. The Project Area is subject to conditions preventing private development and it would not be available for redevelopment without the governmental assistance and financial aid proposed by the Amendment; 4. The Amendment and its corresponding Project Area affords maximum oppor- tunity for redevelopment by private enterprise, consistent with the sound needs of the locality as a whole; 5. The Amendment provides an outline for the redevelopment and rehabilitation of the Project Area and is sufficiently complete to indicate the relationship of the plan to the objectives of the City as to appropriate land uses within the Project Area and to indicate the general land uses and general standards for redevelopment or rehabilitation within the Project Area; 6. There is a feasible method for the relocation of families who may be displaced from the Project Area and there is available, or will be provided, decent, safe and sanitary dwelling units at least equal in number to the number of units displaced; the HRA will provide, when appropriate, all relocation assistance and benefits required by federal and state law; 7. The objectives and purposes of the Amendment are consistent with the general land use proposals and planning objectives established by the City of Golden Valley in its Comprehensive Amendment. Resolution 88-15 - Continued February 16, 1988 NOW, THEREFORE, BE IT FURTHER RESOLVED, by the City Council of the City of Golden Valley: 1. The Amendment to the North Wirth Parkway Redevelopment Amendment, dated January 8, 1988 is approved and the HRA may proceed with it when appropriate and acquire land therefore as necessary. 2.
