89-040 - 06-13 Establish Housing Task ForceResolution 89-40 June 13, 1989 Member Johnson introduced the following resolution and moved its adoption: RESOLUTION ESTABLISHING A HOUSING TASK FORCE WHEREAS, the City Council of the City of Golden Valley is called upon from time to time to consider amendments to its comprehensive plan and zoning map, as well as consideration of conditional use permits or planned unit developments for housing; and WHEREAS, the nature of the community as a fully developed, inner -ring suburb causes many of these considerations to involve requests for assistance by the City or HRA in acquiring property through eminent domain, provision of tax increment financing and/or housing revenue bonds; and WHEREAS, the resources available to assist in the provision of a full range of housing options are limited; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Golden Valley that a Housing Task Force be established with the following provisions: I. Mission and Charge. The Task Force shall be charged with: A. Establishing housing goals/priorities in consultation with the City Council. B. Evaluating information and studies on housing previously gathered or adopted by the City Council or its Boards and Commissions. C. Seeking additional information in the following areas: 1. Inventory of housing stock in the City; 2. Local demographic information and regional demographic and housing trends; 3. Survey of housing options available in surrounding communities; 4. List of criteria for evaluating future housing sites. D. Developing housing policies and programs to achieve the City Council's housing goals as discussed in A above. II. Membership. The membership of the Task Force shall consist of one member each from the City Council, Planning Comnission and Human Rights Comnission and four additional residents of the City of Golden Valley. III. Term. The Task Force members shall serve on an ad hoc basis until a report addressing the mission and charge has been prepared, submitted and accepted by the City Council. Resolution 89-40 - Continued June 13, 1989 IV. Procedures. The Task Force shall establish its own meeting times and procedures as necessary to complete its mission. City staff will be assigned to assist the Task Force in its deliberations. The Task Force may also request additional professional consultation if it is deemed necessary to fulfill the mission and charge. ATTEST: putj City tier Mary E.
