Member Johnson introduced the following resolution and moved its adoption:
RESOLUTION RESPONDING TO METROPOLITAN COUNCIL SYSTEM PLANNING STATEMENT
WHEREAS, pursuant to the Metropolitan Land Planning Act, the Metropolitan
Council in April of this year sent to the City of Golden Valley an annual
metropolitan systems statement requiring local comprehensive plan review within
nine months to ensure local plan compliance with metropolitan policy plans; and
WHEREAS, the upgrading of Highway 12 into I-394 at the southern edge of
Golden Valley is causing significant planning and development changes in the
southern part of the City, which will in turn impact the City's response to the
Metropolitan systems statement pertaining to transportation and wastewater
treatment; and
WHEREAS, the scope of the changes has required more time for analysis and
plan amendment than has been allowed under the standard provisions of the
Metropolitan Land Planning Act;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of Golden Valley
requests from the Metropolitan Council an extension of eight months in which to
complete the necessary amendments to its comprehensive plan in response to the
metropolitan systems statement, based on the exceptional circumstances caused by
the construction of I-394.

The motion for the adoption of the foregoing resolution was seconded by Member
Thompson and upon a vote being taken thereon, the following voted in favor
thereof: Anderson, Bakken, Johnson, Stockman and Thompson; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and her signature attested by the Deputy
City Clerk.
