• Member Stockman introduced the following resolution and moved its adoption:
RESOLUTION 91-14
RESOLUTION SUPPORTING JOINT RECONSTRUCTION
AND UPGRADING OF CSAH 156 (WINNETKA) BETWEEN
HAROLD AVENUE AND ORKLA DRIVE IN GOLDEN VALLEY
•
WHEREAS,
1. In 1978 the City of Golden Valley adopted the Valley Square
Redevelopment Plan, a comprehensive plan for the revitalization of 75 acres
around the intersection of CSAH (County State Aid Highway) 156 (Winnetka
Avenue) and TH 55; and
2. The revitalization has included many traffic related improvements in
the area; and
3. One of the key traffic improvements yet to be made as recommended for
the Valley Square Redevelopment Area is the reconstruction and upgrading of
CSAH 156 between Harold Avenue on the south and Orkla Avenue on the north; and
4. The Golden Valley City staff have worked with staff from the Hennepin
County transportation department to prepare a preliminary design plan and cost
estimates for this project, which are approximately $5 million for right-of-way
acquisition and $1.8 million for construction; and
5. The City Council is now prepared to provide substantial financial
assistance to the County to upgrade CSAH 156 by the issuance of City general
obligation bonds; and
6. The City may issue these bonds only after Hennepin County has made a
formal commitment to the City that such work will commence in 1992 and that
Hennepin County will pay 50% of the Contract cost of such construction, the
remaining costs to be paid by the City of Golden Valley.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Golden
Valley commits to participate with Hennepin County on the upgrading of CSAH 156
(Winnetka Avenue) between Harold Avenue on the south and Orkla Avenue on the
north in 1992, and requests the Hennepin County Board to also commit to this
project; and
BE IT FURTHER RESOLVED that said joint participation will consist of cost
sharing in which the City of Golden Valley will provide for the cost of right-
of-way acquisition and 50% of the construction costs, with the Hennepin County
Board committing to pay the remaining 50% of construction costs.

iThe motion for the adoption of the foregoing resolution was seconded by Member
Thompson and upon a vote being taken thereon, the following voted in favor
thereof: Bakken, Johnson, Stockman and Thompson; and the following voted
against the same: none, whereupon said resolution was declared duly passed and
adopted, signed by the Mayor and his signature attested by the City Clerk.
