92-067 - 08-18 Issue Swimming Pool BondsResolution 92-67 August 18, 1992 Member Johnson introduced the following resolution and moved its adoption: RESOLUTION DETERMINING THE DESIRABILITY OF ISSUING GENERAL OBLIGATION SWIMMING POOL BONDS AND PROVIDING FOR AN ELECTION THEREON BE IT RESOLVED by the City Council of the City of Golden Valley, Minnesota, as follows: 1. The City Council hereby finds, determines and declares that it is desirable and in the best interests of the City and its inhabitants to acquire, construct and furnish a municipal swimming pool and related facilities in the City and to issue General Obligation Bonds of the City in an amount not to exceed $2,250,000 to finance said project. 2. A bond election in conjunction with the general election is hereby called and shall be held on November 3, 1992, between the hours of 7:00 a.m. and 8:00 p.m., at which election the question of issuing the above bonds shall be submitted to the voters. 3. Notice of the submission of said question at said election shall be given by publication of the notice of election in the official newspaper once a week for at least two weeks prior to the election, with the first publication to be not less than fourteen (14) days before the date of election. The Clerk shall also post a copy of said notice in her office at least fourteen (14) days prior to the election date. Said notice shall be in substantially the following form: NOTICE OF BOND ELECTION NOVEMBER 3, 1992 CITY OF GOLDEN VALLEY, MINNESOTA NOTICE IS HEREBY GIVEN that a bond election will be held in and for the City of Golden Valley, Minnesota on Tuesday, the 3rd day of November, 1992, between the hours of 7:00 a.m. and 8:00 p.m., at which election the following question will be submitted: SHALL THE CITY COUNCIL OF THE CITY OF GOLDEN VALLEY, MINNESOTA BE AUTHORIZED TO ISSUE GENERAL OBLIGATION BONDS IN A PRINICIPAL AMOUNT NOT TO EXCEED $2,250,000 TO FINANCE THE ACQUISITION, CONSTRUCTION AND BETTERMENT OF A MUNICIPAL SWIMMING POOL? Resolution 92-67 - Continued The polling places for said election shall be as follows: Precinct No. Polling Place August 18, 1992 1 N. E. Fire Station, 3700 Golden Valley Road 2 Valley Presbyterian Church, 3100 North Lilac Drive 3 Meadowbrook School, 5430 Glenwood Avenue 4 Golden Valley City Hall, 7800 Golden Valley Road 5 S. E. Fire Station, 400 Turner's Crossroad South 6 Calvary Lutheran Church, 7520 Golden Valley Road 7 Sandburg Middle School, 2400 Sandburg Lane 8 Brookview Community Center, 200 Brookview Parkway All registered and qualified voters of the City are entitled to vote at said election within the respective precincts in which they reside. Pursuant to Minnesota Statutes, Sections 205.16(2) and (3), the Clerk shall publish a copy of the sample ballot once in the official newspaper at least one week before the election and shall also post a copy of the sample bond ballot in her office at least four (4) days before said election and at each polling place on the date of election. The sample bond ballot shall be in substantially the following form: OFFICIAL BALLOT BOND ELECTION CITY OF GOLDEN VALLEY, MINNESOTA NOVEMBER 3, 1992 [ ] YES SHALL THE CITY COUNCIL OF THE CITY OF GOLDEN VALLEY, MINNESOTA BE AUTHORIZED TO ISSUE GENERAL OBLIGATION BONDS IN A PRINCIPAL [ ] NO AMOUNT NOT TO EXCEED $2,250,000 TO FINANCE THE ACQUISITION, CONSTRUCTION AND BETTERMENT OF A MUNICIPAL SWIMMING POOL? INSTRUCTION TO VOTERS: If you approve of the above question, connect the arrow the "YES" square opposite said question. If you disapprove, connect the arrow in the "NO" square opposite said question. 5. The Clerk is authorized and directed to cause to be printed ballot for optical scan and official bond ballots for the use of the voters at said election, which shall be identical in form with the sample ballot in paragraph 4 above. 6. The polling places for each precinct for the election shall be as set forth in the notice of election and the election officials for each polling place shall be designated by a separate resolution of this City Council. The City Council shall declare the results of the vote upon said issue when it meets as a canvassing board folloV' " ATTEST: Shirley JO Nbls6n, City Clerk The motion for the adoption of the foregoing resolution was seconded by Member Russell; and upon a vote being taken thereon, the following voted in favor thereof: Bakken, Johnson, Russell, Stockman and Thompson; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the City Clerk.
