93-023 - 03-16 Approve Winnetka Ave Widening ProjectResolution 93-23 March 16, 1993 Member Stockman introduced the following resolution and moved its adoption as amended: RESOLUTION TO APPROVE THE DESIGN FOR THE WINNETKA AVENUE WIDENING PROJECT AND TO REQUEST HENNEPIN COUNTY TO INCLUDE IT IN THEIR 1994 CAPITAL IMPROVEMENT PROGRAM WHEREAS, on July 16, 1991, the Golden Valley City Council held a public hearing on the proposed design for the widening of Winnetka Avenue (County Road 156) from Harold Avenue to Orkla Drive which was scheduled in the Hennepin County Capital Improvement Program for construction in 1992; and, WHEREAS, following said hearing the City Council directed its staff to work with businesses and property owners and Hennepin County to address design issues brought up at the hearing and requested Hennepin County to reschedule the pro- ject for 1994; and, WHEREAS, the Hennepin County Board rescheduled the project for 1994, but on August 11, 1992, voted to remove it from the Capital Improveement Program due to design concerns; and, WHEREAS, revisions to the plan have been made to address these issues; and, WHEREAS, Hennepin County staff, in a letter dated February 9, 1993, have found the new design acceptable to meet County concerns; and, WHEREAS, a second public hearing to review the revised design for Winnetka Avenue improvements was held March 16, 1993; and, WHEREAS, Hennepin County Commissioner Sandra Hilary has indicated a willingness to reconsider inclusion of this project in the Capital Improvement Program following its redesign and a hearing to present the new design. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Golden Valley that: 1. The design for improvements to Winnetka Avenue from Harold Avenue to Orkla Drive as presented in Preliminary Layout No. 2 prepared by Strgar, Roscoe, Fausch, Inc. dated November 9, 1992, and last revised on March 16, 1993, is hereby approved by the City Council; and, 2. Staff are hereby authorized and directed to present this the approved design, to Hennepin County with a request to include Hennepin County Capital Improvement Progra ATTEST: Shirley J0 N lson, City Clerk project, with it in the 1994 The motion for the adoption of the foregoing resolution was seconded by Member Russell; and upon a vote being taken thereon, the following voted in favor thereof: Bakken, Russell, Stockman and Thompson; and the following voted against the same: Johnson, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the City Clerk.
