94-22 - 03-22 Amend Resolution 91-102 and 92-42 Human Services FoundationResolution 94-22 March 22, 1994 Member Russell introduced the following item and moved its adoption: RESOLUTION AMENDING RESOLUTION 91-102 AND 92-42 REGARDING THE GOLDEN VALLEY HUMAN SERVICES FOUNDATION WHEREAS the City Council established the Golden Valley Foundation in Resolution 91-102 and revised its membership in Resolution 92-42; and WHEREAS the City Council now wishes to further revise the membership and streamline provisions on its mission and responsibilities, appointments and reporting, and amend the name to include "Human Services." NOW, THEREFORE, BE IT RESOLVED that provisions of Resolution 92-42 are hereby rescinded and the following new provisions are adopted: I. MISSION AND RESPONSIBILITIES The Golden Valley Human Services Foundation is advisory to the City Council in the following responsibilities: A. Identifing the community's needs for human services. B. Developing guidelines to evaluate funding requests and allocating funds available to human service organizations that meet the identified needs of the community. C. Determining funds needed and strategies to provide funding through charitable gambling proceeds, fundraisers, or community events. II. MEMBERSHIP AND MEETINGS A. Membership I. Membership shall consist of the following: a. One member from the Human Rights Commission b. Five citizens -at -large c. Four business or community organization members d. One City Council member Emphasis in appointments will be based on knowledge of human service needs in the community through participation in community organizations, experience and knowledge of fundraising, and evidence of a personal commitment to the delivery of human service needs. 2. Persons involved with agencies or groups that anticipate soliciting funds from the Foundation should not seek appointment. B. Meetings Golden Valley Human Services Foundation By -Laws will identify regular meeting times. Resolution 94-22 - Continued March 22, 1994 III. APPOINTMENTS, TERM AND VACANCIES A. Appointments Appointments shall be for terms extending through April 1 and the Council will appoint the appropriate members. B. Term Members will serve two-year staggered terms, except for the Council Member and the Human Rights member who will be appointed annually. Terms extend until April 1 or when a successor is appointed and confirmed. C. Vacancies If a vacancy occurs before the end of the term, interim appointments will be made by the Council. IV. REPORTING A. Annual Allocation Report The Foundation shall recommend allocations for the upcoming year to the City Council for approval by November. B. Fundraising Report The Foundation shall recommend all fundraising events for approval by the City Council. C. By -Laws Any changes to the Foundation's by-laws will be approved by the Council. D. Special Reports The Foundation can make special reports to the Council to consider emergency requests or adjustments caused by revenue shortfalls, but it must justify the need for consideration outside the parameters of the annual allocation report.
