94-64 - 08-16 Designate Green Valley Road Resident-Only Parking Permit AreaResolution 94-64 August 16, 1994 Member Johnson introduced the following resolution and moved its adoption: DESIGNATING GREEN VALLEY ROAD AS A RESIDENT -ONLY PARKING PERMIT AREA WHEREAS, the City Council has the power and authority, pursuant to Chapter 9, Section 9.11, Subd. 2 of the City Code, to designate parking restric- tions, and it appears that resident parking only zones should be created on cer- tain portions of Green Valley Road; and WHEREAS, the City Council has met at the time and place specified in a notice duly given with respect to the subject matter hereof and has heard all interested persons; and WHEREAS, the City Council finds the following conditions exist on Green Valley Road (hereinafter the "area") as a result of the present lack of parking regulations: 1. The area is detrimentally impacted by parking of non-resident vehicles during the proposed hours of restriction and that such impact creates an unreasonable increase in hazardous traffic conditions threatening the safety of children, pedestrians and pets. 2. The area does not have sufficient parking to accommodate the con- venient parking of vehicles by residents thereof in the vicinity of their homes. 3. The restriction of on -street parking available to non-residents will reduce vehicle noise, pollution, congestion, accumulation of litter and other adverse environmental effects of automobile traffic and will thus encourage reliance on car pools and mass transit. 4. The health, safety, welfare, and integrity of the residents, the residential area and the City as a whole, and the attractiveness and livability of the neighborhood will be better protected by a system of resident -only parking. NOW, THEREFORE, BE IT RESOLVED, by the Golden Valley that resident parking only shall sides of Green Valley Road between Kelly Drive North on the east.
