Member Tremere introduced the following resolution and moved its adoption:
RESOLUTION ESTABLISHING A TASK FORCE
ON COMMUNITY STANDARDS
WHEREAS, the quality of the visual environment of Golden Valley's residen-
tial neighborhoods has become a topic of concern in recent months; and,
WHEREAS, the City Council desires to maintain the appearance of neigh-
borhoods in a way that balances the interests of various segments of the City's
population; and,
WHEREAS, it has been several years since existing regulations have been
put to a systematic review.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Golden
Valley that a Task Force on Community Standards is hereby established; and,
BE IT FURTHER RESOLVED that the charge, membership and operating procedure
shall be as follows:
Charge:
The overall charge of the Task Force shall be to study, discuss and recom-
mend to the City Council a comprehensive program of coordinated policies and
codes which address the maintenance and appearance of neighborhoods throughout
the City. This charge shall be accomplished through the following tasks:
1. study existing ordinances as they relate to:
a. outside storage of equipment, vehicles and personal property
b. businesses which operate out of homes
c. Community -wide brush and trash hauling
d. storage of recreational vehicles and watercraft
e. inspection and enforcement philosophy and practices as they relate
to nuisances and zoning violations
2. study the viability and effectiveness of existing ordinances and
recommend new or revised ordinances.
3. review the financial resources necessary to insure effective
administration and enforcement of existing and any proposed new ordinances.
4. identify community education efforts which will heighten public
awareness of the value of aesthetics and the maintenance of our neighborhoods.
Membership:
1. The Task Force shall consist of eleven members with the following
representation:
a. Representatives of three Boards and Commissions (Open Space and
Recreation Commission, Planning Commission and Board of Zoning Appeals) to be
selected by the Council. Said members shall report regularly to their
Board/Commission on the work of the Task Force.

b. Eight citizen representatives, with two representing the organization
Citizens Lobbying, Educating, Advocating Neatness (CLEAN), two who own boats and/or
recreational vehicles which they store on their property, and four citizens -at -
large.
2. A staff liaison from the Planning Department shall assist the Task
Force and may request additional input from other City staff as needed.
Operating Procedure:
1. The Task Force shall establish a regular meeting time and provide notice
of the meeting and agenda as required under the open meeting law.
2. The Task Force shall select a chair and vice chair from among its
membership to lead the meetings.
3. The Task Force shall submit a report outlining action steps recommended
to the City Council within six months of its app tment

The motion for the adoption of the foregoing resolution was seconded by Member
Russell; and upon a vote being taken thereon, the following voted in favor
thereof: Johnson, Micks, Russell, Thompson and Tremere; and the following voted
against the same: none, whereupon said resolution was declared duly passed and
adopted, signed by the Mayor and his signature attested by the City Clerk.
