97-088 - 12-09 Amending the City's Pavement Management Policy Resolution 97-88 December 9, 1997
Member LeSuer introduced the following resolution and moved its adoption:
RESOLUTION AMENDING THE CITY'S
PAVEMENT MANAGEMENT POLICY
WHEREAS, Resolution 95-5, adopting a Pavement Management Program
("Program") was approved by the Golden Valley City Council ("Council") on January 17,
1995; and, amended by Resoution 96-96, on October 15,1996;
WHEREAS, it is recommended the staff amend the Pavement Management
Program by amending the policy including the following elements:
• Most economical technique over long-term ---- 50 - 60 year life.
• 7-ton axle loading strength for residential streets.
• Maintains an average PQI of 6 - 7 over the system.
• Considers utility infrastructure.
• Streets requiring reconstruction/major rehabilitation will be evaluated for proper
application of various techniques such as, but not limited to, total reconstruction and
various in-place reclamations.
• Drainage improvements where practicable and possible.
• Maintain existing width and parking arrangement unless there is an over-riding safety
reason to change.
• Curb and gutter, but provide option for residents to opt-out with certain exceptions.
• Minimize landscaping disturbances with reasonable replacements when disturbance is
necessary.
• Work with residents to improve driveway conditions whenever possible including option
of utilizing City bids for driveway replacements for adjacent property owners.
• Reevaluate system at a minimum of every 3 years.
• Include appropriate major maintenance procedures in a timely and cost effective
manner to maintain condition, including overlays and sealcoating.

The motion for the adoption of the foregoing resolution was seconded by Member Russell
and upon a vote being taken thereon, the following voted in favor thereof: Anderson,
Johnson, LeSuer, and Russell; and the following voted against the same: Micks,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor
and her signature attested by the City Clerk.
