RESOLUTION AMENDING THE TRANSPORTATION ELEMENT
OF THE COMPREHENSIVE PLAN TO PROVIDE FOR
AN EXTENSION OF XENIA AVENUE AND TO SHIFT THE
COLLECTOR ROUTE DESIGNATION FROM
TURNER'S CROSSROAD ONTO XENIA AVENUE
WHEREAS, the City of Golden Valley adopted the current Transportation Element of
the Comprehensive Plan in 1990; and
WHEREAS, said Transportation Element designates Turner's Crossroad as a
collector route for its entire length between Trunk Highway 12 (now 1-394) and the south
frontage road for Trunk Highway 55; and
WHEREAS, the conversion of former Trunk Highway 12 into 1-394 with no access at
Turner's Crossroad and an interchange at Xenia Avenue, plus other changing
circumstances in the 1-394 corridor of Golden Valley, have caused traffic to shift over to
Xenia Avenue in place of a portion of the designated collector route; and
WHEREAS, the remaining portion of Turner's Crossroad that still serves its
designated collector route function has developed certain hazardous conditions and offers
inadequate opportunity for improvement to eliminate those conditions; and
WHEREAS, the City has conducted a thorough traffic analysis supporting the
desirability of establishing an alternative collector route by extending Xenia Avenue; and
WHEREAS, prompt action is also desirable at this time due in part to ongoing
redevelopment efforts along existing Xenia Avenue in the City's Golden Hills
Redevelopment Area; and
WHEREAS, the 1990 Transportation Element is now undergoing a complete
revision in accordance with state law and with metropolitan system plans prepared by the
Metropolitan Council, but the revision process is moving more slowly than expected; and
WHEREAS, the Planning Commission, following a public hearing on an interim
amendment providing for an extension of Xenia Avenue and its designation as the
alternative collector route in place of Turner's Crossroad, has recommended its approval;
NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Golden
Valley that the 1990 Transportation Element of the Comprehensive Plan be hereby
amended as necessary in its map of streets by functional classification (Exhibit 4; page T-
12) and its list of collector routes (page T-14), to provide for an extension of Xenia Avenue
in the corridor generally identified in Exhibit A of this resolution, and to shift the collector
route designation from Turner's Crossroad onto Xenia Avenue, and

BE IT FURTHER RESOLVED, that approval of this amendment is subject to review
and approval by the Metropolitan Council prior to becoming effective; and
BE IT FURTHER RESOLVED, that this interim amendment shall be fully integrated
into all aspects of the revised version of the Transportation Element prior to its first informal
public hearing by the Golden Valley Planning Commission.
