99-016 - 02-16 - HRA Establish Housing Program and Conveyance of Property from Hennepin County - 522 Ardmore Ave Resolution 99-16 February 16, 1999 Member Johnson introduced the following resolution and moved its adoption: RESOLUTION REQUESTING THE HOUSING AND REDEVELOPMENT AUTHORITY IN AND FOR THE CITY OF GOLDEN VALLEY TO ESTABLISH A HOUSING PROGRAM AND AUTHORIZING IT TO REQUEST THE CONVENYANCE OF PROPERTY IN GOLDEN VALLEY FROM HENNEPIN COUNTY (522 ARDMORE AVENUE) WHEREAS, there is a large body of statistical evidence documenting a long-term lack of affordable housing for low- and moderate-income persons in Golden Valley and throughout the metropolitan area; and WHEREAS, the City in its Housing Plan Update and Technical Background report has discussed this evidence, found it to indicate a legitimate need in Golden Valley and committed to housing goals, policies and objectives in support of increasing the supply of housing affordable to persons of low and moderate incomes; and WHEREAS, Hennepin County has a tax forfeited parcel at 522 Ardmore Avenue in Golden Valley which would be a good site for a low- or moderate- income single-family house; and WHEREAS, the City Council has created a Housing and Redevelopment Authority in and for the City of Golden Valley which is interested in providing housing for a low- or moderate-income families. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Golden Valley, as follows: 1. The City Council requests that the Housing and Redevelopment Authority in and for the City of Golden Valley establish a housing development program that provides for the construction and rehabilitation of housing for low- and moderate-income families and addresses the following components: a) acquisition of property suitable for the construction or rehabilitation of housing for low- and moderate income families, and b) contracting with Habitat for Humanity as a developer of housing under the program, and c) inclusion of property at 522 Ardmore Avenue in the housing development program. Upon the establishment of said program, authority is given to the Housing and Redevelopment Authority in and for the City of Golden Valley to request conveyance from Hennepin County of the property at 522 Ardmore Avenue (PID No. 19 029 24 41 0038) to be used in this program and to use City Community Development Block Grant funding for the acquisition.
