0 Member Bakken introduced the following resolution and moved its adoption:
RESOLUTION FOR SOUND BARRIER/NOISE WALL BETWEEN
T.H.100 AND VALLEY COMMUNITY PRESBYTERIAN CHURCH
WHEREAS, the Minnesota Department of Transportation is improving and
reconstructing T.H. 100 within the City of Golden Valley, Minnesota;
WHEREAS, Valley Community Presbyterian Church (hereinafter "VCPC"), located
east of T.H. 100, south of 36th Avenue North and north of Duluth Street requests that a
sound wall or noise barrier be constructed between, adjacent to, or on or about the
boundary of its property and T.H. 100 at a height of six feet;
WHEREAS, residential properties on either side of VCPC will be protected by a 20 -
foot sound barrier and/or noise wall;
WHEREAS, VCPC has had two neighborhood meetings in order to discuss the
construction of no sound barrier/noise wall and/or lower sound barrier/noise wall;
WHEREAS, a six-foot sound barrier/noise wall will allow VCPC to continue its visual
presence along T.H. 100, thus avoiding the loss of this visual presence which would create
a hardship for VCPC;
WHEREAS, VCPC serves as a visible public resource within the community hosting
a regular polling place, operates a licensed day care center, scout troops and stands as a
Golden Valley visual landmark. A six-foot sound barrier/noise wall will be critical in
allowing VCPC to successfully continue providing such services;
WHEREAS, VCPC will continue its presence and service within the City of Golden
Valley; and
WHEREAS, VCPC promises to make a good faith effort to use landscaping design
and technique to minimize highway noise and beautify its property. VCPC will continue its
aesthetic beauty to the travelers along T.H. 100 and the neighborhood. The Elders of
VCPC have approved the use of $12,000 over a four-year period following construction for
such landscaping purposes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GOLDEN VALLEY, STATE OF MINNESOTA that it hereby recommends the Minnesota
Department of Transportation to construct a noise wall and/or sound barrier between,
adjacent to, or on or around the boundary of VCPC and T.H. 100 at a height of six feet.

The motion for the adoption of the foregoing resolution was seconded by Member LeSuer
and upon a vote being taken thereon, the following voted in favor thereof: Bakken,
Johnson, and LeSuer; and the following voted against the same: Micks, and the following
abstained: Anderson; whereupon said resolution was declared duly passed and adopted,
signed by the Mayor and her signature attested by the City Clerk.
