• Member LeSuer introduced the following resolution and moved its adoption:
RESOLUTION REGARDING HIGHWAY 100 SOUND WALL
July 6, 1999
WHEREAS, the City of Golden Valley is unsatisfied with the outcome of discussions
surrounding the building of a sound wall along the new expanded Highway 100. The
benefits of this expansion accrue mostly to motorists passing through our city, and the
environmental costs, especially noise, fall unjustly on Golden Valley citizens. A fairer
distribution of costs and benefits needs to occur. Our neighborhoods are valuable as
places that nurture families, neighborliness, and civic stability, as well as for their property
value. Presently, the Minnesota Department of Transportation gives little or no attention to
these attributes in its accounting process, but rather bows to the threats and interests of
private business to the detriment of residents and neighborhoods. MnDOT should
challenge the status quo, in court if need be, so that a truer and more just sharing of all
costs might be achieved, both for this project and for those in the future that will affect
other cities and neighborhoods.

The motion for the adoption of the foregoing resolution was seconded by Member Micks
and upon a vote being taken thereon, the following voted in favor thereof: Anderson,
Bakken, Johnson, LeSuer and Micks; and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor
and her signature attested by the City Clerk.
