RESOLUTION ESTABLISHING A HOUSING TASK FORCE AS
AN ADVISORY BOARD TO THE GOLDEN VALLEY CITY COUNCIL
WHEREAS, the City Council of the City of Golden Valley seeks to gain knowledge
regarding the availability and need for affordable housing in the City; and
WHEREAS, the City Council would like the benefit of advice on this issue by a
knowledgeable group of community leaders who would serve as an advisory board to the
City Council,; and
WHEREAS, the City Council believes this advisory group should be a Task Force
that includes members of the Council, Planning Commission and Human Rights
Commission; and
WHEREAS, the City Council hereby desires to establish this Task Force and its
mission and responsibilities.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Golden
Valley that a Housing Task Force is hereby established as its advisory board with the
. following mission, responsibilities, membership, meeting and reporting requirements;
MISSION AND RESPONSIBILITIES
The Task Force shall consider strategies to preserve, maintain and expand the
stock of affordable housing in Golden Valley by doing the following:
A. Review implementation strategies in the Housing Element of the
Comprehensive Plan as adopted by the City Council on July 7, 1998.
B. Determine the adequacy of affordable housing in Golden Valley by:
1. Identifying criteria (cost, rental rates, income level) for defining
affordable housing
2. Determining the affordability of the existing housing stock
C. Review Metropolitan Council Livable Communities Goals and evaluate
the City's success in meeting the goals

• II. MEMBERSHIP AND MEETINGS
A. Membership
August 2, 1999
1. Membership shall consist of the following, and shall be selected
by the Mayor and Commission Chairs respectively:
a. Two (2) members from the City Council, including the
Mayor
b. Two (2) members from the Planning Commission
C. Two (2) from the Human Rights Commission.
2. The Mayor shall preside at the meetings. In her absence the
other Council Member shall preside.
3. The City Manager shall provide appropriate staff support.
B. Meetings and Time frame
1. The Task Force shall complete its charge in 6 months.
2. Meeting dates shall be determined by the group.
3. A quorum (4) must be present to conduct business.
4. All meetings shall be open to the public and subject to the
requirements of the State Open Meeting Law.
III. REPORTING
A. Minutes shall be kept of all meetings.
B. Interim reports may be issued, if desired.
C. A final report shall be due following the final meeting.

• The motion for the adoption of the foregoing resolution was seconded by Member Johnson
and upon a vote being taken thereon, the following voted in favor thereof: Anderson,
Bakken, Johnson, LeSuer, and Micks; and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor
and her signature attested by the City Clerk.
