99-107 - 11-03 - Establish Advisory Committee Laurel/Winnetka Avenues Traffic StudyResolution 99-107 November 3, 1999 0 Member LeSuer introduced the following resolution and moved its adoption: RESOLUTION ESTABLISHING AN ADVISORY COMMITTEE FOR THE LAUREL/WINNETKA AVENUES TRAFFIC STUDY WHEREAS, Laurel and Winnetka Avenues are integral components of the Golden Valley Transportation System; and WHEREAS, the City Council has received a petition asking that the City consider constructing a number of transportation improvements that would impact the neighborhood; and WHEREAS, the City Council has directed staff to create a process that would involve citizens in developing solutions to transportation issues in the neighborhood; and WHEREAS, the City has held an open house regarding the Laurel/Winnetka Transportation issues on September 27,1999, and asked for names of persons who would be interested in serving on the Laurel/Winnetka Avenues Advisory Committee. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Golden Valley that the Laurel/Winnetka Avenues Traffic Study Advisory Committee is hereby established; and • BE IT FURTHER RESOLVED that the charge, membership and operating procedure shall be as follows: r.NARrF- The purpose of the committee is to: 1. Help define the problems and concerns. 2. Review data that is collected. 3. Help develop and evaluate options and alternatives in addition to those previously identified in the Short Elliot Hendrickson Study dated February 10, 1997. 4. Take a long-term view of the issue. 5. Evaluate different levels of traffic in the neighborhood and how the alternatives may respond. 6. Help develop recommendations to the City Council. 7. Provide additional method of communication with the neighbors. 8. Consider using focus groups to gather information from citizens and to share the work of the committee. Planning Commission - Les Eck SCHEDULE: November 3, 1999 The Advisory Committee may begin their work in November 1999, and should plan to complete their work by April 2000. OPERATING PROCEDURE: 1. The Advisory Committee shall establish a regular meeting time and provide notice of 0 the meeting and agenda as required under the open meeting law. 2. City staff and the City's consulting engineer, Short Elliott Hendrickson, shall provide information and support to the committee. 3. The Facilitator will work with the committee to establish a process, the operating procedures and workplan for responding to the charge. 4. The Advisory Committee shall develop and present to the City Council by April 2000 a report summarizing the committee's findings and recommendations.
