00-73 - 11-08 - Participate Golden Valley/Crystal Highway 100 Pedestrian Bridge Project Resolution 00-73 November 8, 2000 Member Micks introduced the following resolution and moved its adoption: RESOLUTION ESTABLISHING PARTICIPATION IN THE GOLDEN VALLEY/CRYSTAL HIGHWAY 100 PEDESTRIAN BRIDGE PROJECT BE IT RESOLVED by the City Council of the City of Golden Valley, Minnesota, as follows: WHEREAS, the Cities of Crystal and Golden Valley have applied for funding available through the Federal Transportation Enhancement Program to construct a pedestrian bridge across TH 100 at the approximate alignment of Bassett Creek Park (west side) and Dawnview Terrace (east side); and WHEREAS, the Cities have been notified that they have been successful in their grant application and will receive $640,000 for the construction of the pedestrian bridge; and WHEREAS, the remaining construction costs of the bridge, estimated at $160,000, plus the cost for design, construction management and inspection will be shared equally between the Cities of Golden Valley and Crystal; and WHEREAS, the Cities have solicited for proposals for engineering services to design and provide construction management and inspection services related to the project; and WHEREAS, the Cities have determined that TKDA has submitted a proposal which reflects a sound understanding of the project scope of work, have identified staff which can perform the work and proposed a fair compensation package for the work; and WHEREAS, the City of Crystal has requested to act as the lead agency for management of the design and construction of the project; and WHEREAS, the City of Crystal City Council has recently authorized a contract with TKDA in the amount of $198,500 for the design of the project subject to concurrence by the Golden Valley City Council; and WHEREAS, it is contemplated that said work be carried out by the parties hereto under the provisions of Minnesota Statutes, Section 471.59. NOW, THEREFORE, BE IT RESOLVED by the City Council for the City of Golden Valley that: 1. That the above recitals are incorporated by reference. 2. That the Golden Valley City Council concurs with the City of Crystal's actions in approval of a contract with TKDA. Resolution 00-73 - Continued November 8, 2000 3. That the City of Golden Valley will reimburse the City of Crystal for its costs incurred to retain TKDA in the approximate amount of$100,000. 4. That City staff is authorized and directed to take such actions as are reasonable and necessary to implement the project.
