Member LeSuer introduced the following resolution and moved its adoption:
RESOLUTION APPROVING A COOPERATION AGREEMENT WITH
THE METROPOLITAN COUNCIL FOR THE ACQUISITION AND OPERATION
OF RESIDENTIAL PROPERTIES IN CONJUNCTION WITH THE
METROPOLITAN COUNCIL'S FAMILY AFFORDABLE HOUSING PROGRAM
AND A GUIDELINES AGREEMENT
(METROPOLITAN COUNCIL FAMILY AFFORDABLE HOUSING PROGRAM
GUIDELINES FOR ACQUISITION OF HOUSING UNITS IN GOLDEN VALLEY)
WHEREAS, the Metropolitan Council is authorized by Minnesota Statutes section
473.195 to exercise the functions, rights, duties, privileges, immunities and limitations as
are provided for housing and redevelopment authorities created for municipalities; and
WHEREAS, in conjunction with the implementation of its Family Affordable Housing
Program ("FAHP"), the Metropolitan Council proposes to acquire and administer residential
properties ("FAHP Units") within the boundaries of the City, up to thirty percent of which
units will be made available to eligible residents of the City; and
WHEREAS, Minnesota Statutes section 473.195, subdivision 1 requires the
Metropolitan Council to obtain the approval of the governing body of the City before the
Metropolitan Council may implement its proposed housing initiative within the boundaries of
the City; and
WHEREAS, federal law requires the Metropolitan Council to enter into a Cooperation
Agreement with the City in connection with the proposed acquisition and operation of the
FAHP Units; and
WHEREAS the City Council would like to adopt guidelines regarding the acquit ion of
property in Golden Valley as outlined in a separate Guidelines Agreement.
NOW THEREFORE, BE IT RESOLVED by the City Council that pursuant to Minnesota
Statutes section 473.195 the City Council gives its prior approval to the Metropolitan
Council's proposal to acquire and administer up to twenty (20) FAHP Units within the
boundaries of the City using the Guidelines for Acquisition of Housing Units in Golden
Valley as outlined in a separate Guidelines Agreement; and
BE IT FUTHER RESOLVED, by the City Council that the Mayor and the City
Manager are authorized to execute the Cooperation Agreement and the Guidelines
Agreement on behalf of the City.

The motion for the adoption of the foregoing resolution was seconded by Member Johnson
and upon a vote being taken thereon, the following voted in favor thereof: Anderson,
Bakken, Johnson, LeSuer and Micks; and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor
and her signature attested by the City Clerk.
