01-31 - 05-15 - Negative Declaration need Environmental Impact Statement for General Mills Office Expansion Resolution 01-31 May 15, 2001 Member Johnson introduced the following resolution and moved its adoption: CITY OF GOLDEN VALLEY HENNEPIN COUNTY, MINNESOTA NEGATIVE DECLARATION ON THE NEED FOR AN ENVIRONMENTAL IMPACT STATEMENT (EIS) FOR THE GENERAL MILLS, INC. OFFICE EXPANSION WHEREAS, the City of Golden Valley is the Responsible Governmental Unit (RGU) for the Environmental Assessment Worksheet (EAW) prepared for the proposed General Mills, Inc. Office Expansion in the City of Golden Valley; and WHEREAS, the EAW is based on a proposed project consisting of 732,000 sq. ft. of office and employee service space, along with associated parking facilities, cooling tower facilities, and storm water management facilities on site, which is approximately 83.5 acres in size, and located east of TH 169, west of General Mills Boulevard, north if 1 394 and south of Betty Crocker Drive; and WHEREAS, the City has submitted a copy to all public agencies on the EAW distribution list, provided a press release to the local paper, and published a notice of the EAW availability in the EQB Monitor on April 2, 2001, all of which were done in accordance with Minnesota Rules, Ch. 4410; and WHEREAS, the thirty (30) day comment period ended May 2, 2001, with individual parties and public agencies commenting; and WHEREAS, the City of Golden Valley acknowledges the responses from the Minnesota Department of Natural Resources, the Minnesota Department of Transportation, the Minnesota Pollution Control Agency, the Minnesota Historical Society, the Metropolitan Council, the Bassett Creek Water Management Commission, the City of St. Louis Park, the City of Plymouth, the Golden Valley Environmental Commission, and individuals; and WHEREAS, after consultation, none of the commenting public agencies declared a need for an EIS on the proposed project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Golden Valley that a negative declaration is made on the need for an Environmental Impact Statement (EIS) for the proposed General Mills, Inc. Office Expansion in the City of Golden Valley. BE IT FURTHER RESOLVED by the City Council of the City of Golden Valley that it makes the following findings in support of its decision based on the information gathered during the EAW process, the comments received on the EAW and the responses, all of which are incorporated herein by this reference and shall be retained as a part of the record of this decision: Resolution 01-31 - Continued May 15, 2001 1. Comparing the environmental impacts that may be reasonably expected to occur from the proposed project with the criteria contained in Minnesota Rules §4410.1700, subpart 7; the Council finds that the proposed project does not have the potential for significant environmental effects. 2. The type, extent and reversibility of environmental effects have been considered and they do not contain the potential for significant environmental effects. 3. The cumulative potential of environmental effects of related or anticipated future projects will not create the potential for significant environmental effects. 4. The extent to which the environmental effects are subject to mitigation by ongoing public regulatory authority indicates that this proposed project does not have the potential for significant environmental effects. 5. The extent to which the environmental effects are subject to mitigation by ongoing public regulatory authority indicates that this proposed project does not have the potential for significant environmental effects. 6. The extent to which environmental effects can be anticipated and controlled as a result of other environmental studies undertaken by public agencies and the project proposer has been considered and it indicates that this proposed project does not have the potential for significant environmental effects.
