02-14 - 02-05 - Redistricting for Congressional District Resolution 02-14 February 5, 2002 Member Tremere introduced the following resolution and moved its adoption: RESOLUTION REQUESTING REDISTRICTING AUTHORITY TO INCLUDE CITY OF GOLDEN VALLEY WHOLLY WITHIN A SUBURBAN-BASED CONGRESSIONAL DISTRICT AND WITHIN A SINGLE LEGISLATIVE DISTRICT WHEREAS, the City is a suburban community with a population of 20,281 according to the 2000 U.S. Census; and, WHEREAS, the City shares many characteristics and has numerous common interests with its suburban neighbors including, but not limited to part-time, non-partisan city councils; geographic size; population; age of housing stock; per-capita income; volunteer fire service; transportation and transit systems; and public utility infrastructure concerns; and, WHEREAS, the City has entered into and maintains cooperative and joint service agreements in partnership with neighboring suburban communities including but not limited to St. Louis Park, Crystal, Robbinsdale, New Hope, and Plymouth; and, WHEREAS, the City works cooperatively with neighboring suburban communities regarding the area highways such as agreements with the City of St. Louis Park regarding the planning and regulation of land uses along the 1-394 corridor; multi-community cooperation for the planning and monitoring of the upgrading and expansion of State Highway 100; and, WHEREAS, the State Legislature and the five-judge redistricting panel are now producing plans and maps with possible new congressional and legislative district boundaries, and; WHEREAS, the population of the City allows the City to be placed wholly within one House of Representatives district rather than two as established during the last redistricting; NOW, THEREFORE, BE IT RESOLVED, by the City Council of Golden Valley, Minnesota, that it should and hereby does request and urge the Legislature and the five- judge redistricting panel to place the entire City within a single legislative district, to minimize voter confusion and to create more cost-efficient election administration; FURTHER, BE IT RESOLVED that this Resolution be promptly transmitted to the five-judge redistricting panel, which is accepting public input, and to the City's state legislators.
