02-24 - 03-04 - Request Funding for 100 Ped Bridge Project Resolution 02-24 March 4, 2002 Member LeSuer introduced the following resolution and moved its adoption: RESOLUTION REQUESTING FUNDING FROM THE SUBURBAN HENNEPIN PARKS DISTRICT FOR THE TH 100 PEDESTRIAN BRIDGE PROJECT AND AGREEING TO THE CONCEPT ALIGNMENT FOR THE FIRST TIER TRAIL BE IT RESOLVED by the City Council of the City of Golden Valley, Minnesota, as follows: WHEREAS, Golden Valley and Crystal have been negotiating to bring about a project for constructing a pedestrian bridge across Trunk Highway 100 ("TH 100") at Bassett Creek ("the project") to provide a connection between the two Cities; and WHEREAS, plans and specifications have been prepared for said project by a consultant retained by the two Cities, and said plans and specifications have been approved by the Cities; and WHEREAS, the project was bid by the Minnesota Department of Transportation ("MnDOT') in conjunction with TH 100 Segment 5, through a public bidding process and Golden Valley desires to proceed with the project; and WHEREAS, the City of Golden Valley requests financial participation from the Suburban Hennepin Parks District ("Parks District") in the approximate amount of $319,000; and WHEREAS, the City has developed a trail concept alignment that is set forth in the Feasibility Report for the Unity Avenue North Pavement Management Program, that such alignment will be considered as the First Tier Trail alignment in Golden Valley, and that such alignment will include right-of-way for Unity Avenue North, Minnaqua Drive, Toledo Avenue North, Westbend Road, Regent Avenue and Golden Valley Road; and WHEREAS, the City desires to study the feasibility of design, construction and maintenance of the First Tier Trail; and WHEREAS, the City understands that if it is determined that the trail alignment is not feasible it may be required to reimburse the Parks District for one half of any contribution made by the Parks District to the Cities of Crystal an Golden Valley for construction of the bridge. NOW, THEREFORE, BE IT RESOLVED by the City Council for the City of Golden Valley that: 1. The above recitals are incorporated by reference. 2. The City Council of the City of Golden Valley requests that the Parks District participates in funding the TH 100 Pedestrian Bridge in the amount of $319,000. The City requests that the Parks District work to reach a design, construction and maintenance agreement for which is mutually acceptable to the City and the Parks District for a First Tier Trail. 4. City staff is authorized and directed to take such actions as are reasonable and necessary to implement the project. Linda R.
