02-41 - 05-07 - Action for Gypsy Moths Resolution 02-41 May 7, 2002 Member Tremere introduced the following resolution and moved its adoption: RESOLUTION URGING IMMEDIATE LEGISLATIVE ACTION TO ALLOW THE AERIAL APPLICATION OF BTK FOR ERADICATION OF THE GYPSY MOTH IN GOLDEN VALLEY WHEREAS, the Minnesota Department of Agriculture has found established populations of Gypsy moths in Minneapolis and near Golden Valley, and WHEREAS, Gypsy moth is a threat to Minnesota's valuable urban forests as it is an exotic pest insect that feeds on more than 300 different trees and woody plant species, and WHEREAS, the devastation caused by established Gypsy moth populations may result in economic losses, declines in property value and severe environmental impacts, and WHEREAS, the Minnesota Department of Agriculture has proposed the use of an environmentally friendly method to eradicate this environmental problem, and WHEREAS, the Minnesota State Attorney General's office has recently informed the Department of Agriculture that aerial application of any pesticide over metropolitan areas would violate Minnesota Statutes Section 18B.07, Subd. 2; and WHEREAS, the Minnesota Department of Agriculture has been successfully treating gypsy moth infestation for decades. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Golden Valley, Minnesota that: 1. The City affirms its support for the efforts of the Minnesota Department of Agriculture in its proposed use of Btk (Baxillus thuringiensis var. kurstaki) in the spring of the year 2002, in order to protect Minneapolis, St. Louis Park, Golden Valley and the state of Minnesota from the Gypsy moth. 2. The Council urges the State Legislature to take immediate legislative action necessary so that the aerial application of Btk can take place in the City of Golden Valley in May 2002.
