04-27 - 04-20 - Amend Joint Agreement with Northwest Henn Human services Resolution 04-27 April 20, 2004
Member Tremere introduced the following resolution and moved its adoption:
RESOLUTION APPROVING AN AMENDED
JOINT AND COOPERATIVE AGREEMENT FOR THE
NORTHWEST HENNEPIN HUMAN SERVICES COUNCIL
WHEREAS, the City of Golden Valley is a party to the joint and cooperative
agreement (Agreement) establishing an organization known as Northwest Hennepin
Human Services Council (NWHHSC). The agreement is originally dated December, 1975,
and was amended on March 20, 1989, to include a portion of the City of Plymouth; and
WHEREAS, NWHHSC was created as an organization through which the parties
may jointly and cooperatively coordinate the provision of human services, both publicly and
privately, in the cities represented by the member parties; and
WHEREAS, the Board of Directors of NWHHSC has recommended that it is
necessary and desirable that the Agreement be amended to clarify certain procedures of
NWHHSC including requiring member parties to give notice of their intent to leave the
NWHHSC; and
WHEREAS, all parties that are included in the 1989 Agreement must approve any
amendments to the Agreement; and
WHEREAS, a revised Joint and Cooperative Agreement, incorporating the proposed
amendments is attached hereto as Exhibit A; and
WHEREAS, it is found and determined that it is in the best interests of the City that
the Joint and Cooperative Agreement, as amended, be adopted.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Golden
Valley as follows:
1. That the amended Joint and Cooperative Agreement related to the Northwest
Hennepin Human Services Council is hereby approved.
2. That the City Clerk is authorized and directed to deliver a copy of this resolution
to the Northwest Hennepin Human Services Council NWHHSC.
3. Appropriate City officials are authorized to execute said agreement upon its
adoption by the 15 participating cities.

The motion for the adoption of the foregoing resolution was seconded by Member Grayson
and upon a vote being taken thereon, the following voted in favor thereof: Freiberg,
Grayson, Loomis, Shaffer and Tremere; and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor
and her signature attested by the City Clerk.
