Member Freiberg introduced the following resolution and moved its adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING ON
PROPOSED ASSESSMENTS FOR PUBLIC IMPROVEMENTS
CITY IMPROVEMENT PROJECT 03-14
RESIDENTIAL FLOOD PROOFING
WHEREAS, by a resolution passed by the City Council on November 3, 2004, the
City Clerk was directed to prepare proposed assessments of the cost of improving
residential flood proofing,
WHEREAS, the City Clerk has notified the Council that such proposed assessments
have been completed and filed in his office for public inspection,
NOW THEREFORE, be it resolved by the City Council of the City of Golden Valley,
Minnesota:
1. A hearing shall be held on the 15th day of March, 2005 at Golden Valley City Hall at
7 pm to pass upon such proposed assessments, and at such time and place all persons
owning property affected by such improvement will be given an opportunity to be heard with
reference to such assessments.
2. The City Clerk is hereby directed to cause a notice of the hearing on the proposed
assessments to be published in the New Hope/Golden Valley Sun Post, the official
newspaper at least two weeks prior to the hearing, and he shall state in the notice the total
cost of the improvement. He shall also cause mailed notice to be given to the owner of
each parcel described in the assessment roll not less than two weeks prior to the hearings.
3. The owner of any property so assessed may, at any time prior to certification of the
assessment to the county auditor, pay the whole of the assessment on such property, with
interest accrued to the date of payment, to the City Clerk, except that no interest shall be
charged if the entire assessment is paid within 30 days from the adoption of the
assessment. He may at any time thereafter, pay to the City Clerk the entire amount of the
assessment remaining unpaid, with interest accrued to December 31 st of the year in which
such payment is made. Such payment must be made before November 15th, or interest
will be charged through December 31 st of the succeeding year.

The motion for the adoption of the foregoing resolution was seconded by Member Grayson
and upon a vote being taken thereon, the following voted in favor thereof: Freiberg,
Grayson, Loomis, Pentel and Shaffer; and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor
and her signature attested by the City Clerk.

NOTICE OF PUBLIC HEARING ON ASSESSMENTS FOR
CITY IMPROVEMENT PROJECT 03-14
RESIDENTIAL FLOOD PROOFING
NOTICE IS HEREBY GIVEN that the City Council of the City of Golden Valley, Hennepin
County, Minnesota, will meet at the Golden Valley City Hall, 7800 Golden Valley Road,
Golden Valley, Minnesota, on Tuesday, March 15, 2005 at 7 pm to hear, consider and pass
upon all written or oral objections, if any, to proposed assessments in respect of public
improvements as hereinafter set forth. If the adopted assessment as to any particular lot,
piece, or parcel of land differs from the proposed assessment, the City will mail to the
property owner a notice detailing the change(s). The proposed assessment roll is on file
with the Clerk, and open to public inspection by all persons interested therein.
The assessments against each piece of property will be payable, unless prepaid, in equal
consecutive annual installments as hereinafter specified. The first of said installments will
be payable with the general taxes collectable during the year 2006. Interest (5%) shall be
added at the per annum rate specified on the entire assessment from the date of the
resolution levying the assessment until December 31, 2006. Each subsequent installment
will be payable with one year's interest at said rates on all unpaid installments.
The assessment may be prepaid to the City of Golden Valley City Clerk, without interest, if
prepaid by April 14, 2005. In future years, it may by prepaid to the City of Golden Valley
City Clerk prior to November 15 without further interest on unpaid installments. Partial
prepayments will not be accepted.
No appeal may be taken as to the amount of any assessment unless a signed, written
objection is filed with the Clerk prior to the hearing or presented to the presiding officer at
the hearing. An appeal to district court may be made by serving notice upon the Mayor or
Clerk of the city within 30 days after the adoption of the assessment and filling such notice
with the district court within ten (10) days after service upon the Mayor or Clerk.

The area to be assessed is described above for a total assessment of$57,400 to be
spread over ten (10) years.
All assessments are per City special assessment policy.
