06-20 - 03-21 - Amend Human Services Foundation Membership Resolution 06-20 March 21, 2006 Member Shaffer introduced the following item and moved its adoption: RESOLUTION AMENDING THE HUMAN SERVICES FOUNDATION MEMBERSHIP AND TERM WHEREAS, in Resolution 91-102 the City Council established the Golden Valley Foundation and revised its membership in Resolutions 92-42, 94-22, and 99-70; and, WHEREAS, the City Council now wishes to further revise the membership provisions for the Foundation to replace a representative of the Human Rights Commission with a citizen-at-large, totaling seven citizen-at-large members, and discontinuing the service of a Council Member as a member of the Foundation; and WHEREAS, the City Council has changed its term of appointment for all boards and commissions to start on May 1 and wishes the Human Services Foundation term to be consistent with the City Code; NOW, THEREFORE, BE IT RESOLVED that provisions of Resolutions 92-42, 94-22 and 99-70 are hereby rescinded and the following new provisions are adopted: I. MISSION AND RESPONSIBILITIES The Golden Valley Human Services Foundation is advisory to the City Council in the following responsibilities: A. Identifying the community's needs for human services. B. Developing guidelines to evaluate funding requests and allocate funds available to human service organizations that meet the identified needs of the community. C. Determining funds needed and strategies to provide funding through charitable gambling proceeds, fundraisers, or community events. II. MEMBERSHIP AND MEETINGS A. Membership Emphasis in appointments will be based on knowledge of human service needs in the community through participation in community organizations, experience and knowledge of fundraising, and evidence of a personal commitment to the delivery of human service needs. 1. Membership shall consist of the following: a. seven citizens-at-large b. five business or community organization members 2. Persons involved with agencies or groups that anticipate soliciting funds from the Foundation should not seek appointment. B. Meetings Golden Valley Human Services Foundation By-Laws will identify regular meeting times. Resolution 06-20 - Continued March 21, 2006 III. APPOINTMENTS, TERM AND VACANCIES A. Appointments Appointments shall be for terms effective through May 1 and the Council will appoint the appropriate members. B. Term Members will serve two-year staggered terms and may be extended until a successor is appointed and confirmed. C. Vacancies If a vacancy occurs before the end of the term, interim appointments will be made by the Council. IV. REPORTING A. Annual Allocation Report The Foundation shall recommend allocations for the upcoming year to the City Council for their approval by before the final City budget is adopted. B. Fundraising Report The Foundation shall recommend all fundraising events for approval by the City Council. C. By-Laws Any changes to the Foundation's By-Laws must be approved by the Council. D. Special Reports The Foundation can make special reports to the Council to consider emergency requests or adjustments caused by revenue shortfalls, but it must justify the need for consideration outside the parameters of the annual allocation report. • 44//0_ i ilJtLA Linda R.
