Member Pentel introduced the following resolution and moved its adoption:
RESOLUTION AUTHORIZING SUPPORT FOR AN APPLICATION FOR
FUNDING UNDER THE MNDOT MUNICIPAL COOPERATIVE AGREEMENTS
PROGRAM FOR CONSTRUCTION OF A WIRTH LAKE DETENTION POND
TO TREAT SURFACE WATER RUN OFF FROM TH 55
WHEREAS, Wirth Lake is within the city limits of the City of Golden Valley, and is
also within Wirth Park, under the jurisdiction of the Minneapolis Park and Recreation Board
(MPRB), and within the Bassett Creek Watershed under the jurisdiction of the Bassett
Creek Water Management Commission (BCWMC). Wirth Lake has a popular swimming
beach used by City residents and other users. Wirth Lake is an important amenity within
Wirth Park and the City of Golden Valley.
WHEREAS, Wirth Lake currently does not meet the BCWMC's goal for phosphorus
concentrations. Phosphorus is a critical environmental parameter determining algal/weed
growth and lake clarity. The majority of untreated surface water run off which drains to
Wirth Lake from its overall watershed originates from the Trunk Highway (TH) 55 sub-
watershed.
WHEREAS, the BCWMC has commissioned a study that indicates that a wet
detention pond upstream of Wirth Lake to treat run off from the TH 55 sub-watershed area
will reduce the phosphorus entering the lake from this sub-watershed by approximately 50
percent.
WHEREAS, the City of Golden Valley, the BCWMC, the MPRB, and the Minnesota
Department of Transportation (MnDOT) support the construction of a detention pond to
treat highway run off as described above.
WHEREAS, MnDOT has a Municipal Cooperative Agreements Program which
supports local authorities in advancing improvement projects involving trunk highways.
NOW, THEREFORE, BE IT RESOLVED, that the City of Golden Valley supports
and authorizes the application for funding under the MnDOT Municipal Cooperative
Agreements Program for $200,000 for the construction of a detention pond directly west of
Wirth Lake and south of TH 55 to treat surface water run off from TH 55.

The motion for the adoption of the foregoing resolution was seconded by Member Freiberg
and upon a vote being taken thereon, the following voted in favor thereof: Freiberg, Pentel
and Shaffer; and the following voted against the same: Loomis and Scanlon, whereupon
said resolution was declared duly passed and adopted, signed by the Mayor and her
signature attested by the City Clerk.
