06-77 - 11-08 - Adopt Deer Management Plan Resolution 06-77 November 8, 2006 Member Shaffer introduced the following resolution and moved its adoption: RESOLUTION TO ADOPT A DEER MANAGEMENT PLAN FOR THE CITY OF GOLDEN VALLEY WHEREAS, in March of 2006 an Ad Hoc Deer Task Force was convened to assist staff and Council in an evaluation of the current status of the deer population, as well as make recommendations for the management of deer, if it is deemed necessary; and WHEREAS, as a result of Task Force meetings and information collected regarding various management strategies, City regulations, safety considerations and citizen discussions, the attached issues analysis and management plan have been provided to detail the impacts of white-tailed deer on urban environments in general; and WHEREAS, based upon findings contained in the study, the City Council believes it must recognize that the area within our city borders exists as an assemblage of plants and animals living together in a common environment, and that understanding the ecological principles of animal and plant establishment, competition, succession and growth are basic and vital to maintaining a healthy ecological community; and WHEREAS, given this understanding, a management plan has been created which the Council believes provides a framework in which decisions related to the management of deer in our community can be made, taking into consideration the ecological community as a whole and changing conditions that may take place in the environment. NOW, THEREFORE, BE IT RESOLVED that the document attached as Exhibit A to this resolution, "Deer in the Urban Environment: Issues Analysis and Management Plan for the City of Golden Valley" be adopted as the official guide for all decisions made related to deer management in the city, and provides for the following components and authorities: 1. This program contains components which include citizen participation and education, enforcement of applicable ordinances and ongoing monitoring and analysis of environmental conditions which exist in the city. 2. The plan establishes Deer Management Units (DMUs). 3. Citizen participation has been an important component in the development of the plan, and the City is committed to encouraging ongoing involvement and input from residents. 4. The City will be responsible for monitoring populations, densities and other factors concerning the deer population in the city, and for analyzing and monitoring the environmental conditions present in the City's DMUs. The City will be responsible for implementing revisions to Appendix A: Description and Analysis of Deer Management Units and Appendix 8: Deer Density Objectives, Goals and Data Maps, and may propose population goal changes. The City Manager shall authorize implementation of any actions related to deer population control, and shall direct the activities of appropriate City staff or contracted service providers to carry out related activities. BE IT FURTHER RESOLVED that the City Council directs City staff to continue to work on an ongoing basis with neighboring communities, the Minnesota Department of Natural Resources and Three Rivers Park District to provide a coordinated application of the principles contained in the plan.
