Member Freiberg introduced the following resolution and moved its adoption:
RESOLUTION DESIGNATING METHODS OF
SANITARY SEWER SERVICE REPAIR
WHEREAS, the City of Golden Valley has a history of excessive peak flows in its
sanitary sewer system following heavy rainfalls and snowmelts, and the introduction of
clear water into the sanitary sewer system known as inflow and infiltration, is a major cause
of these peak wastewater flows, and the City of Golden Valley has implemented several
programs to reduce inflow and infiltration into the sanitary sewer system from the city's
sanitary sewer system and on private property.
WHEREAS, repairs on private property may require excavation that damages trees,
landscaping, driveways, streets and sidewalks, and
WHEREAS, alternative methods for removal and replacement of sanitary sewer
services have been found to be less disruptive, suitable, safe, sanitary and of comparable
quality as pipe replacement, and
WHEREAS, contractors wishing to perform sanitary sewer service repairs other than
pipe replacement must be certified by the manufacturer and approved by the City to use
such alternative method. The repairs shall be performed according to City standards and
manufacture's instructions.
NOW, THEREFORE, BE IT RESOLVED by the Golden Valley City Council that the
following methods of sanitary sewer service repair, as outlined in Chapter 4715.0330 of the
2003 State Plumbing Code, have been approved for use in Golden Valley.
1) Pipe replacement.
2) Sanitary sewer service liners
3) Pipe bursting

The motion for the adoption of the foregoing resolution was seconded by Member Pentel
and upon a vote being taken thereon, the following voted in favor thereof: Freiberg,
Loomis, Pentel, Scanlon and Shaffer; and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor
and her signature attested by the City Clerk.
