Member introduced the following resolution and moved its adoption:
RESOLUTION ISSUING A NEGATIVE DECLARATION OF NEED
FOR REVISIONS TO THE STORM WATER POLLUTION PREVENTION PROGRAM
WHEREAS, the City prepared and submitted to the Minnesota Pollution Control
Agency (MPCA) its permit application for operation of the Gity's Municipal Separate Storm
Sewer (MS4) on March 10, 2003; and
WHEREAS, the permit required that the City develop a plan for regulating and
improving stormwater discharge commonly referred to as the Starm Water Pollution
Prevention Program (SWPPP); and
WHEREAS, staff has been working to meet the objectives set forth in the SWPPP
and is required to repart to the MPCA on the status of the program's implementation on an
annual basis; and
WHEREAS, the Gity has placed notification of a public hearing in the City's official
newspaper and has held a public hearing to report on progress made in implementation of
the SWPPP and to take public testimony; and
WHEREAS, comments made during the public hearing will be incorporated into the
City Council record.
NOW, THEREFORE, BE IT RESOLVED, the City of Golden Valley has determined
that no revisions to the Storm Water Pollution Preventian Program are required and staff is
hereby directed to file the annual report with the Minnesota Pollution Contral Agency.

The motion for the adoption of the foregoing resolution was seconded by Member Pentel
and upon a vote being taken thereon, the following voted in favor thereof: Clausen,
Freiberg, Harris, Pentel and Scanlon; and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor
and his signature attested by the City Clerk.
