15-10 - 01-20 - Application DEED Grant Program Resolution 15-10 January 20, 2015 Member Schmidgall introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING SUBMITTAL OF AN APPLICATION TO THE MINNESOTA DEPARTMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT REDEVELOPMENT GRANT PROGRAM WHEREAS the City of Golden Valley agrees to act as the legal sponsor for the project contained in the Redevelopment Grant Program to be submitted by February 1, 2015, and that Physical Development Director is hereby authorized to apply to the Department of Employment and Economic Development for funding of this project on behalf of the City of Golden Valley on behalf of the Laurel Ponds Project; and WHEREAS that the City of Golden Valley has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate project administration; and WHEREAS that the sources and amounts of the local match identified in the application are committed to the project identified; and WHEREAS that the City of Golden Valley has not violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice; and WHEREAS that if the project identified in the application fails to substantially provide the public benefits listed in the application within five years from the date of the grant award, the City of Golden Valley may be required to repay 100 percent of the awarded grant per Minn. Stat. § 116J.575 Subd. 4; and WHEREAS that upon approval of its application by the state, the City of Golden Valley may enter into an agreement with the State of Minnesota for the above referenced project, and that the City of Golden Valley certifies that it will comply with all applicable laws and regulation as stated in all contract agreements. NOW THEREFORE BE IT RESOLVED that the Mayor and the City Clerk of the City of Golden Valley are hereby authorized to execute such agreements as are necessary to implement the project on behalf of the applicant.
