RESOLUTION ACCEPTING A GRANT FROM THE
MINNESOTA HOUSING FINANCE AGENCY FOR CAPACITY
BUILDING INITIATIVE GRANT PROGRAM
WHEREAS, the City Council adopted Resolution 04-20 on March 16, 2004
which established a policy for the receipt of gifts; and
WHEREAS, the Resolution and Minnesota Statutes, section 465.03 state that a
grant or gift of real or personal property must be accepted by the City Council by
resolution and be approved by a two-thirds majority of the Council; and
WHEREAS, the City applied for a grant, in the amount of$22,000, from the
Minnesota Housing Finance Agency's (MHFA) Capacity Building Grant Initiative, the
application for which was supported by the City Council at their meeting on June 18,
2019, in Resolution No. 19-38; and
WHEREAS, MHFA awarded the City $22,000 to fund the a consulting
community engagement specialist to conduct outreach surrounding affordable housing
generally and the specific site design considerations for select public lands the City
would like to see converted into affordable housing and for the printing and production
of materials related to this engagement process.
NOW, THEREFORE, BE IT RESOLVED that the City Council accepts the
following grant on behalf of its citizens:
A grant from the Minnesota Housing Finance Agency in the amount of$22,000
to build the City's capacity to provide long-term affordable housing via the disposition
of publically owned and under-utilized land. This project will include legal research on
public land disposition policies, a participatory community engagement process for
residents, and site preparation for selected publically owned parcels.
