88-04 HRA Resolution . . . Resolution 88-4 October 11, 1988 Commissioner Bakken introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZI NG THE ACQUISITION BY PURCHASE AND CERTIFYING THE VALUE FOR ACQUISITION BY PURCHASE OF CERTAIN REAL PROPERTY FOR EFFECTUATION OF A PORTION OF THE NORTH ~HRTH PARKWAY REDEVELOPMENT PLAN (MARGIE R. SAX RESIDENCE - 817 SUNNYRIDGE LANE) WHEREAS, the Housing and Redevelopment Authority in and for the City of Golden Valley, Minnesota (the "HRA") has determined that there exists an area in the City of Golden Valley which is deteriorated and deteriorating area within the meaning of Minnesota Statutes, Section 462.421; Subd. 13, and has determined that it is necessary to initiate a revitalization program in order to eliminate and prevent the spread of such deterioration; and WHEREAS, the HRA and the City Council of the City of Golden Valley have approved the North Wirth Parkway Redevelopment Plan to eliminate and prevent the spread of such deterioration; and WHEREAS, it is necessary and desirable to acquire the real estate hereinafter described in order to carry out and implement the plan of revitalization as defined in said Plan, thereby making the land described therein useful and valuable for contributing to the public health, safety and welfare; and WHEREAS, it is necessary and desirable to acquire said lands in order to eliminate the conditions found to exist in the Plan and to carry out the redevelopment projects as defined therein: NOW, THEREFORE, BE IT RESOLVED, by the HRA as follows: 1. That the land hereinafter described be acquired by purchase and the HRA's Director and its Attorney, or such other person(s) as shall be duly designated and di rected,are hereby authorized and di rected to take all necessary steps and to execute all necessary documents in connection with the acquisition of said real estate, to-wit: Lot 257, Glenwood, Hennepin County, Minnesota 2. That the HRA hereby offers $43,000 for said property. 3. The market value is considered the amount that would be paid to a willing seller by a willing buyer presuming special assessments, liens and other encumbrances, if any, are paid by the seller prior to transfer of title and disregarding any before value of the property caused by the proposed improvements. BE IT FURTHER RESOLVED that the acquisition of the above-described real estate is necessary and desirable, and the purposes aforesaid for which said lands are to be acquired and proper and necessary public purposes. . . .
