Resolution 92-5

Commissioner Johnson introduced the following resolution and moved its adoption:
RESOLUTION AUTHORIZING ST. LOUIS PARK HOUSING AUTHORITY
TO ADMINISTER RENTAL ASSISTANCE FOR FAMILY STABILIZATION PROGRAM
WITHIN THE CITY OF GOLDEN VALLEY
WHEREAS, it is the purpose of the St. Louis Park Housing Authority
("Authority") to provide housing opportunities to low and moderate income fami-
lies to help them secure safe, sanitary and affordable housing, and
WHEREAS, it is the purpose of the Employment Action Center ("CenterJl), a
division of Multi-Resource Center, Inc., to provide case management, vocational
counseling and job placement assistance to low and moderate income persons to
help them achieve self sufficiency, and
WHEREAS, the Center and the Authority have jointly prepared an application
for the Rental Assistance for Family Stabilization Program of the Minnesota
Housing Finance Agency ("Agency"), and
WHEREAS, the application indicates that up to one-third of the families
assisted under this program may reside outside of the City of St. Louis Park,
and
WHEREAS, the Agency has selected the Center and Authority to receive 25
vouchers under the program in the amount of $203,000 over a three year period,
and
WHEREAS, the Agency has forwarded a proposed agreement for administration
of the program to the Authority and Center for execution, and
WHEREAS, Minnesota Statute 469.012. Subdivision 3 indicates that any two or
more housing authorities may join with one another in the exercise, either
jOintly or otherwise, of any or all of their powers for the purpose of operating
a housing project located within the area of operation of anyone or more of the
authorities and that an authority may by resolution prescribe and authorize any
other housing authority so joining with it, to act on its behalf with respect to
any or all powers.
NOW THEREFORE BE IT RESOLVED that the St. Louis Park Housing Authority is
hereby authorized by the Golden Valley Housing and Redevelopment Authority pur-
suant to Minnesota Statute 469.012.Subdivision 3 to administer a Rental
Assistance for Family Stabilization Program as funded by the Minnesota Housing
Finance Agency, with the Employment Action Center within the City of Golden
Valley. This authorization shall extend for the term of the program and any
renewals of the program. The Golden Valley Housing and Redevelopment Authority
reserves the right to operate the Rental Assistance for Family Stabilization
Program or to enter into other joint agreements to operate such a program.

Commissioner kken, and upon a vote being taken thereon, the following voted in
favor thereof: Bakken, Johnson, Stockman and Thompson, the following was absent:
Russell, and the following voted against the same: none, whereupon said resolu-
tion was declared duly passed and adopted, signed by the Chair and his signature
attested by the Director.
