00-04 HRA Resolution . . . Resolution 00-04 May 9, 2000 Commissioner Anderson introduced the following and moved its adoption: RESOLUTION APPROVING APPLICATION AND COMMITTING LOCAL MATCH TO ENSURE PROJECT ADMINISTRATION OF CONTAMINATION CLEANUP GRANT PROGRAM BE IT RESOLVED that the Golden Valley Housing and Redevelopment Authority (HRA) act as the legal sponsor for project contained in the Contamination Cleanup Grant Program submitted on May 1, 2000, and that the Director has been authorized to apply to the Department of Trade and Economic Development for funding of this project on behalf of the H RA. BE IT FURTHER RESOLVED that the Golden Valley HRA has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate project administration. BE IT FURTHER RESOLVED that the sources and amounts of the local match identified in the application are committed to the project identified. BE IT FURTHER RESOLVED that the Golden Valley HRA has not violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice. BE IT FURTHER RESOLVED that upon approval of its application by the state, the Golden Valley HRA may enter into an agreement with the State of Minnesota for the above-referenced project, and that it certifies that it will comply with all applicable laws and regulations as stated in all contract agreements. NOW, THEREFORE, BE IT RESOLVED that the Director or Assistant Director has been authorized to execute such agreements as are necessary to implement the project on behalf of the applicant. ATTEST: Motion for the adoption of the foregoing resolution was seconded by Commissioner Micks; and upon a vote taken thereon, the following voted in favor thereof: Anderson, Johnson, LeSuer and Micks; the following voted against the same: none; and the following was absent: Bakken, whereupon said resolution was declared duly passed and adopted, signed by the Chair and her signature attested by the Director.
