Receive and File the 2020 Financial Statement and Management Correspondence Staff reviewed and answered questions regarding the 2020 Financial Statements and 2020 Management Letter from MMKR Certified Public Accounts. Update on North Water Tower Project Including Approval of Stantec Consulting Services Request for Additional Funds Staff is requesting the Commission approve additional costs for Stantec Consulting Services, Inc. for the coordination of quotes on driveway repair, inspections, and closeout after November 2019. The driveway and restoration work was originally part of the New Hope North Water Tower Bypass Project. Joint Water Commission May 5, 2021 Page 2 of 2 The contractor, Osseo Construction Company LLC has completed the work on the project. However, the contract completion dates was November 1, 2018 and the contractor did not complete work on the elevated tank until 2019. These delays resulted in additional costs. Site work improvements related to driveway and restoration work were needed at the elevated tank. This site work was originally included with the 2018 North Water Tower Bypass Project. Because of the delays associated with the painting of the elevated tank, the site work improvements were deleted from the Bypass Project and added to the Elevated Tank Rehabilitation Project. Quotes were received to complete that site work in 2019 and the work was completed in 2020 by Omann Brothers, Inc. The final payment to Osseo Construction was reduced by $50,132.50 to cover additional costs associated with Stantec Consulting and Omann Brothers driveway and restoration costs. The additional Stantec costs from what was reviewed in November 2019 is $38,023.24 less $32,578 leaves $5,445.24 additional costs. Moved by Cruikshank seconded by McDonald to approve the increase of Stantec Consulting agreement for the 500,000 Gallon Water Elevated Tank Rehabilitation Project in the amount of $5,445.24 TAC Update Staff provided an update from the April 30, 2021 TAC meeting. Other Business Commissioners requested staff to invite Bolton and Menk, Incorporated to the next scheduled Joint Water Commission Meeting scheduled for June 2, 2021 for a presentation on the Reservoir (North Tank) Reality Capture Data. Prepared by Matt Rowedder, Utilities Supervisor, City of New Hope Summary In the spring of 2020, the City of New Hope repaired a watermain break on 42nd Avenue North. During the repair, it was discovered that the 16” gate valve did not operate efficiently, creating delays in the repair. It was determined that the valve was in need of replacement. This project was scheduled to be completed in 2020. Due to the unexpected bends in the 16” water main, this project was put on hold until the TAC developed a plan to replace the bends and straighten the pipe alignment. The City of New Hope solicited two quotes for the replacement of the 16” valve. The quotes were as follows: Dave Perkins Contracting Inc. $24,952 Valley Rich Co Inc. $34,250 All parts were ordered and paid in 2020 excluding the parts for the bends and additional piece of ductile iron pipe. The price of the bends and pipe is an additional $5,407.61 Dave Perkins Contracting $24,952.00 Parts bought last year $14,991.35 Total cost for additional parts $ 5,407.61 Total Cost of Valve Preplacement $45,350.96 TAC recommends the entering a contract with Dave Perkins Contracting, Inc. for the replacement of the 16” water main valve located at 42nd Avenue North and Louisiana Avenue North. This project would be funded using the annual trunk valve replacement budget. Joint Water Commission June 9, 2021 AGENDA ITEM #5 Agenda Item #5 Crystal Pump House External Valve Replacement Parts Purchase Prepared by Mark Ray, PE, Crystal Director of Public Works Pat Sele, Crystal Utilities Superintendent Summary As part of the on-going effort to replace the valves in the Joint Water Commission distribution system, the valves on the outside of the Crystal pump house have been identified for replacement. The City of Crystal solicited quotes and are as follows: Pipe, tees, and sleeves parts Boys Water Products $45,670.88 Ferguson Waterworks $47,651.14 Core and Main $48,431.20 Valve and hydrant parts Core and Main $88,558.20* Boys Water Products $90,750.91 *Of important note is that the quote from Core and Main included the qualification “Due to current supply chain disruptions, materials are subject to pricing at time of shipment. Material availability and timeliness of shipments cannot be guaranteed. This term supersedes all other contractual provisions”. Because of this, the actual Core and Main cost is not known. The Boys Water Products quote does not have this provision. Staff recommends the Joint Water Commission approve both sets of parts to be ordered from Boys Water Products for a total cost of $136,421.79. Staff is working on gathering costs for some additional parts needed and the labor to do the work. Due to the lead time for the delivery of parts it is important that this order be placed while pricing is still being obtained for the other project components. Project Funding This project will be funded using the capital project fund for valve replacements. Late 2017 and early 2018, staff worked with the Department of Homeland Security’s Protective Security Advisors to do an assessment of all JWC facilities. One of the themes in the assessment is that the existing buildings depended on keys (which can lost or locks not changed regularly), do not have camera surveillance /monitoring, and do not really have access control for who is there when (since keys are used for entry). Staff have been looking for ways to implement the recommendations in the report. What became apparent in this effort is that long term the JWC should plan on having fiber to all facilities to allow for SCADA communication (with cellular backup), fob-controlled access for better access management, and security cameras. Currently, the Crystal pump house, New Hope North Water Tower (done in 2020), and Golden Valley tower have fiber connected to them. The reason that fiber connectivity is the primary focus is that it provides for a more reliable SCADA connection. Since the proposed system would be owned and operated by LOGIS, they are the only vender a quotes was requested. Staff received a quote from LOGIS in the amount of $57,031. After the fiber is operational there will be some additional costs with Total Control to connect the SCADA system into the fiber system so it all communicating properly. Project Funding The Joint Water Commission Capital Improvement Project has allocated $100,000 for this project. Medicine Lake Tower Parts Storage - Tenants currently using MLR Tower for storage are beginning to move items out to create space for JWC part storage. Most of the items have been removed. July 1 deadline. Ready to order shelving. B. Emergency Action Plan - Map critical zones and valves (GV). Zones will be broken down by 12 inch AND larger mains (distribution mains). GV working on updated maps broken down by larger mains. Look at number of valves (max of 6?) C. Fiber - TAC agreed running fiber to all facilities is a long-term goal. o Existing Fiber - both emergency wells in Crystal, GV Tower, North Tower, and Crystal reservoir. o Proposed Fiber – MLR Tower (2021) – in the works, and GV reservoir (2022). Golden Valley Meter Pit Issues either install electronic actuators or install pressure reducing/anti-cavitation valves (possible long-term fix). Joe’s getting numbers then will bring it to Minneapolis. West pipe gasket and meter is not operable. o Issue with dissipater plates hitting butterfly valves causing vibrations. o TAC working with Minneapolis to determine flow needs and long term solution. E. Generator Fire Suppression – Annual inspection at the Golden Valley Pump House is $1,364. Use operating budget.
