Award Recommendation JWC GV Intake Meter Pit Rehab Work_11.3.21.docx Joint Water Commission TAC Memo November 3, 2021 Agenda Item #3 Joint Water Commission Golden Valley Intake Meter Pit Repair Project Prepared by Joint Water Commission Technical Advisory Committee Summary In April of 2021, Golden Valley staff responded to an alarm at the intake meter pit. The alarm indicated that water was collecting in the bottom of the pit and something was leaking. Upon inspection, a gasket on the intake pipe adjacent to the meter had failed. It was determined this was due to vibrations in the pipe from a downstream butterfly valve that was failing. City staff performed temporary repairs in May, and removed one of two faulty butterfly valves, but a permanent solution was still needed. The JWC TAC and City of Minneapolis worked to develop a permanent solution at the meter pit. Staff solicited quotes for the repairs at the meter pit. Two quotes were received and are below: Contractor Amount Rice Lake Construction Group $68,800 Shank Constructors, Inc. $76,900 The JWC TAC reviewed the quotes and recommends approving the project with Rice Lake Construction Group. The City of Golden Valley is working through the legal review process on the actual contract, administered through the City of Golden Valley and reimbursed by the Joint Water Commission. Staff anticipates a mid-winter contract approval with the Golden Valley City Council, with the project starting in January 2022, and completed in February. This project is not currently budgeted in the 2021 CIP, but it is recommended that funds be allocated to the 2022 CIP for the permanent repair at the Golden Valley intake meter pit. Auth Deposit Agmt w Verizon for Tower Antenna Modifications_11.3.21.docx Joint Water Commission TAC Memo November 3, 2021 Agenda Item #4 Joint Water Commission Golden Valley Tower Deposit Agreement for Verizon Antenna Modifications Prepared by Joint Water Commission Technical Advisory Committee Summary The JWC TAC was approached by Verizon earlier this summer about upgrading antennas on the Golden Valley water tower. The JWC TAC requested the antenna modifications be reviewed for structural purposes to ensure the tower is capable of supporting the new antennas as well as ensuring the antennas don’t cause any damage to the tower itself. The TAC solicited KLM Engineering to provide a proposal for structural evaluation. As outlined on the attached agreement, Verizon would deposit $6,000 with the JWC for the structural evaluation by KLM Engineering. The JWC would pay KLM drawing from the deposited funds, then return any unused funds to Verizon. Recommended Actions Motion to authorize deposit agreement with Verizon for structural evaluation on Golden Valley Tower as part of antenna modification project. WHEREAS, Tenant seeks to upgrade antenna and appurtenances at a JWC owned water tower. NOW, THEREFORE, in consideration of the foregoing and in consideration of the mutual terms and conditions contained herein, the parties hereby agree as follows: 1. Deposit. Tenant hereby makes a deposit with the JWC initially in the amount of $4,500. The JWC shall treat the deposit as a separate account on its books, but the JWC may co-mingle the deposit with its other funds for purposes of investment and reinvestment. All interest earned on the deposit shall accrue to the JWC. 2. Use of Funds. The JWC may use the Deposit to pay professional services required to complete the Golden Valley Structural Evaluation, per proposal from KLM Engineering, including any required follow up work or analysis. 3. Reimbursement. Tennant agrees to reimburse the JWC for any and all out-of- pocket fees and expenses incurred by the City in connection with this Golden Valley Tower Structural Evaluation, specifically, meetings, coordination, project administration, site and access planning, analysis and report writing, all such costs to be taken from the deposit. When any amount becomes due and payable, the JWC shall deduct the amount from the deposit. Upon request, the JWC will provide the Tennant with a reasonably detailed itemization of costs incurred. After the payment of all such amounts, the JWC shall refund to the Tennant the balance of the deposit, if any, without interest. If the cost of the Golden Valley Tower Structural Evaluation exceeds the initial Deposit, the JWC shall invoice Tennant for the additional cost and Tennant shall reimburse the JWC. 4. Entire Agreement. This agreement constitutes the entire agreement of the parties on the subject matter hereof, superseding any prior oral or written agreements. The Tennant acknowledges and understands that this agreement to provide a deposit and reimbursement for certain JWC expenses incurred in reviewing and evaluating the Golden Valley Tower does not commit or bind the JWC in any way to approval of any part of the proposed site improvements on the Tower. The only purpose of this agreement is to provide funds to the JWC so that it may complete the Golden Valley Tower Structural Evaluation related to proposed antenna upgrades on the Tower. Fiber - TAC agreed running fiber to all facilities is a long-term goal. o Existing Fiber - both emergency wells in Crystal, GV Tower, North Tower, and Crystal reservoir. o Proposed Fiber – MLR Tower (2021) – install complete, now working to splice in fiber. Working with LOGIS for GV reservoir (2022). GV will follow up with LOGIS for an update. D. Golden Valley Meter Pit Issues either install electronic actuators or install pressure reducing/anti-cavitation valves (possible long-term fix). Currently pay over $38K increasing 3% annually. Verizon wants $25K at 2% annual increase. We would like to stay over $38K and continue 3% increase. This is for GV tower only, but we should look at all three towers. Get on same terms, rate, etc. but 3 different agreements for each • Tim reached out to Verizon stating we are happy with agreement as is and hope to keep it as is. • Verizon working with GV to replace existing antennas on tower. F. TH 55/Douglas WM Relocation • Need to include this project in 2023 CIP. • One contractor to relocate JWC, City, MCES lines with project. • Check with Sue V about funding for 55/Douglas G. Effluent Meter Pit • Exploration work on top of existing pit this fall.
