REGULAR MEETING MINUTES
1.Call to Order
The meeting was called to order at 6:35 pm by Chair Cornelius.
2.Roll Call
Commissioners in person: Roger Bergman, John Cornelius, Bill Delaney, Bob Mattison, Brian Wright
Commissioners virtual: None
Commissioners absent: Kelly Kuebelbeck, Matthew Sanders, Dawn Speltz, Linden Weiswerda

3.Agenda Changes or Additions
Staff member Birno added updates on:
- SEA SchoolWildwood Park Flood Reduction Project Open House
- Medley Park Stormwater Improvement Project Open House
- Emerald Ash Borer
4.Approval of Minutes January 24, 2022
MOTION moved by Commissioner Bergman and seconded by Commissioner Wright to approve the
January 24, 2022 meeting minutes. Motion carried unanimously.
5.2021 OSRC Annual Report and 2022 Work Plan (Presented March 8, 2022)
Staff member Birno and Commissioner Cornelius reviewed the report and shared an update on their
presentation to the Council on March 8.
6.Review Initial Conceptual Plan for Scheid Park Improvements
Staff member Birno shared the initial conceptual plan for Scheid Park improvements. He said the
initial thought is to expand the parking lot, improve storm water drainage issues, make ballfield
updates, add a new sun shelter, replace the park shelter roof, replace the tennis courts with six-
to-eight pickleball courts, replace the hockey rink boards, update the outdoor park lighting to
LED, and make trail improvements as needed. Staff member Lundstrom added information on the
soil and grading at that location and how it could impact the project.
Birno noted this is simply an initial concept to begin discussion. Staff will return with more detail
when weather allows for on-site measurements and proposed amenity parameters.

Staff member Birno also said the goal would be to host a neighborhood input meeting this fall to
solicit input on the potential improvements.
7. Dialog on a Naming Policy Process
Staff member Birno opened up dialog with the Commission regarding the potential process to
develop a city-wide naming and renaming policy. He said the City Manager has requested that the
OSRC and the DEIC work with staff to develop a process concept to propose for the naming and
renaming of city owned amenities.
Discussion then focused on issues to consider on the potential development of the process and the
policy. Commissioners shared thoughts and concerns. Staff member Birno said he would be
attending a DEIC meeting in May to share the information.
8.Commission and Staff Updates
a. Updates
- Winterfest Commissioner Cornelius said Winterfest was a huge success. He also shared his
appreciation for staff member John Stutzman and Maddy Champa for all their hard work for
the event.
- Indoor Pickleball Facility Commissioner Mattison shared the idea of an indoor pickleball
- SEA SchoolWildwood Park Flood Reduction Project Open House Staff member Birno said
the SEA SchoolWildwood Park Flood Reduction Project open house was held virtually on
February 3 for all residents to provide input.
- Medley Park Storm Water Improvement Project Open House Staff member Birno said the
Medley Park storm water Improvement Project open house was held in person on March 3. He
said the residents in attendance seemed comfortable with the proposed improvements.
- Emerald Ash Borer Staff member Lundstrom said the city has been hit hard this past year
with emerald ash borer. Because they are so overwhelmed with the problem, they plan to hire
a seasonal Tree Inspector to help with the infestation identification. He added several
surrounding communities have been hit hard as well.
b. Joint City Council/Commission Meeting (February 22, 2022)
Staff member Birno shared an updated on the Joint Council/Commission meeting held on
February 22.
c. Bird Scooters 2021
Staff member Birno shared an update along with 2021 data.
d. 2022 Arts and Music Festival
Staff member Birno said the committee has disbanded, therefore, there will not be a festival in
2022. He said city staff will be meeting with a few of the committee members to chat about
future options. He also said the City Council is interested in continuing to host an annual festival.
e. Lions Park Pitching Warm-Up Areas/Off-Leash Area
Staff member Birno said residents in the Lions Park neighborhood have requested to have the
hockey rink be used for an off-leash dog area during the spring, summer, and fall seasons. Birno
reached out to Golden Valley Girls Softball (GVGS) and shared the request. GVGS currently uses

the rink area as a pitching warm-up area during the spring and summer seasons. After initial
discussions,it was decided to relocate the pitching warm-up areas nextto each ballfield and
reassign the rink for a temporary off-leash area.Staff willmeet with GVGS next week to
determine locations for the warm-up areas at each field.
Birno also noted that the Medley Park off-leash area would be closed this year for therink
replacement project.
f.Run The Valley April 23, 2022
Staff member Birnosaid Run The Valley is scheduledfor Saturday, April 23, 2022 and itwill begin
and end at BrookviewPark.
g.2022 Annual Deer Flyover Data
Staff member Birnoshared the annual deer counts in the area, which included Golden Valley,
St. Louis Park, and Minneapolis.He said counts werelow compared to communities north and
south of Golden Valley. Most of the deer documented in Golden Valley were located in and
around theSochacki Park and Theodore Wirth Park area.
h.Updated Remote Meeting Policy
Staff member Birnoshared the updated remote meeting policy and reminded the
Commission that the OSRC will continue to offer the remote option. He also shared that
Brookview is updating AV in several rooms to accommodate remote meeting options.
i.Next Regular Scheduled OSRC Meeting is on Monday, April 25, 2022
Staff member Birno reminded the Commission the next regular OSRC meeting is on Monday,
April 25, 2022 at 6:30 pm at Brookview.
