The meeting was called to order at 6:35pm by Chair Cornelius.

4.Approval of Minutes–March 28, 2022
MOTION moved by CommissionerBergman and seconded by CommissionerSanders to approve the
March 28, 2022meeting minutes. Motion carried unanimously.
5.Three Rivers Park District –CP Rail Regional Trail Master PlanUpdate
Danny McCullough, Three Rivers Regional Trail System Manager, shared information on the CP Rail
Regional Trail Master Plan, a north-south corridor spanning about 20 miles. McCullough focused his
discussion on the segment between theGolden ValleyLuce Line and Crystal Lake Regional Trail. The
proposed CP Rail Trail (temporary name) is expected to start at Becker Park in Crystal and proceed
through Golden Valley.
McCullough went on the share the project timeline, which will include public engagement and input
from June through August. He said he plans to attend a future OSRC meetingto process with
commission members,the trail master plan route analysis. He also explained that Three Rivers will be
asking the OSRC and City Council to approve a final route once recommended.
6.Golden Valley Bike and Pedestrian Plan Review and Recommendations
Staff member Oliver shared a summary of the implementation efforts that have taken place in
the last year. His summary included maps and informationon improvements completed,as well
as scheduled future improvements.

Commissioner Weiswerda shared his concern on funds being spent on already well-marked
pedestrian crossings and projects instead of focusing more on much-needed small scale
improvements and safety crossings throughout the city.
Staff member Birno reminded the Commission they are always welcome to share concerns and
they will be forwarded on to the appropriate staff.
7. 2021 Golf Season Review
Staff member Disch shared an update on the 2021 golf season. He said the course opened early on
March 25, 2021. He said course rounds were up from last year with 46,609 rounds on the Regulation
18-hole course and 26,922 on the Par 3 course. He said leagues and lessons were full and the driving
range had its second busiest year, just behind 2020. Three One Six Bar + Grill had a great year with
$1.5 million in revenue, compared to $850k in 2020. He added that disc golf was booming and curling
was a huge success with leagues sold out Monday-Thursday throughout the winter season.
Disch said 2022 has had a tough start due to weather with a later opening date of April 8, 2022.
Staffing for the golf business operations and golf maintenance has gone well so far. He noted the
Three One Six Bar + Grill operation continues to be a challenge due to keeping up with staffing.
Disch then briefly discussed the irrigation project, which has already begun and should be completed
by mid to late August. He talked about some of the challenges they could face and said they will
make adjustments as needed.
8. Commission and Staff Updates
a. Updates

b. Cameras to be added at the Brookview Park Picnic Pavilions
Staff member Birno said due to issues in recent years, cameras are going to be installed at both
pavilions at Brookview Park.
c. Wayfinding Signage Improvements at Brookview Building
Staff member Birno shared the process and concepts for wayfinding signage at Brookview. He
gave kudos to staff member Van Sloun for all her work on the project.
d. Golf Course Opened on Friday, April 8, 2022
Staff member Birno said the golf course opened on April 8 with a slow start due to undesirable
weather conditions.
e. Golden Valley Pride Event Shifting to a Community Picnic on August 27, 2022
Staff member Birno said the Golden Valley Pride Event is shifting to a community picnic on
August 27, 2022.
f. Appointment of OSRC Chair and Vice-Chair at May Meeting
Staff member Birno said the Commission will appoint a new Chair and Vice-Chair at the May
meeting. New appointees will take over leadership duties beginning with the June meeting.

g. City Council Discussing Commission Term Limits at the May Work Session
Staff member Birno said the City Council plans to discuss Commission term limits at the May
Council/Manager work session.
h. Potential 2023 Arc Partnership for an All-Inclusive Play Structure
Staff member Birno said Mayor Harris reached out to staff regarding a potential partnership
with Arc to seek legislative funding for an all-inclusive play structure in Golden Valley. Birno
said he will be developing a concept with estimated budget and bring to a future meeting for
discussion.
i. Annual Commission Dinner – April 28, 2022 at Brookview 6-8 pm
Staff member Birno reminded the Commission of the annual Commission Dinner this
Thursday, April 28 at 6 pm at Brookview.

May 23, 2022 at 6:30 pm at Brookview.
