Moved by McDonald and seconded by Norris to approve the minutes of the February 2,
2021 Joint WaterCommission (JWC) Meeting. Upon a roll call vote the following voted in
favor: Norris, McDonald, and Cruikshank. The following voted against: None. Motion
carried.
Crystal and Golden Valley Pump House Professional Services
Moved by McDonald and seconded by Cruikshank to approve the agreement with Bolton
and Menk for professional services to assist in the design and construction of the work at two
pump houses. Upon a roll call vote the following voted in favor: Norris, McDonald, and
Cruikshank. The following voted against: None. Motion carried.

Subject: Parts and fittings for JWC main and service connections
Last fall the City of Crystal repaired a water main break on a JWC main along Douglas Drive. The
repair was not the JWC main itself, it was a fitting on the main that had failed and began
leaking. Staff did not have all the proper parts on hand to make the repair and had to make
several phone calls to find the proper parts to make the repair.
The City of New Hope, Crystal and Golden Valley worked together and what parts and fittings
would be crucial to have on hand, so we are ready in case of an emergency to make a repair on
a JWC main.
Staff solicited two quotes for the parts and fittings needed. The quotes were as follows:
• Boys Water Products $28,315.58
• Ferguson Waterworks $33,406.38
The cities of New Hope, Crystal, and Golden Valley recommend the JWC award Boys Water
Products for obtaining parts and fittings for emergency repairs on JWC mains. These parts and
fittings would be funded out of the JWC Maintenance fund.

Authorize Purchase of Valves at Golden Valley Pump House

Summary
The 2022 CIP includes funds to replace the pump and motor at the Golden Valley Pump House.
As part of this project, the valving that exists between the pump and the manifold tee that
controls water going into the distribution system will also be replaced for all pumps.
In order to keep costs down, Golden Valley Utilities crews will remove and replace the existing
valving. The valves will be purchased through the JWC and installed by Golden Valley crews.
Staff solicited quotes for the valves. The results are below:

The TAC also anticipates approximately $18,000 for Total Control to calibrate the new valves
and connect them into our SCADA system.
Financial Considerations
The valves will be purchased using funds from the 2022 CIP #16-001 Replacements at Pump
Stations, which includes $480,000 in 2022.
Recommended Actions
Motion to authorize Purchase of Valves at Golden Valley Pump House in the amount of
$42,139.48 and up to $18,000 in associated costs to calibrate the new pumps.

Joint Water Commission 24-Inch St. Croix Avenue Valve Project

Summary
The City of Golden Valley will be making water infrastructure improvements in Maintenance
Area V this summer, then milling and paving in 2023. St. Croix Avenue is in this area. The Joint
Water Commission (JWC) main has one valve on either end of St. Croix Avenue, approximately
2,700 feet, which is an extraordinarily long stretch of watermain without a valve.
This stretch of watermain also serves a nursing home and a senior high-rise living complex. Past
watermain breaks in this area have been difficult to manage due to the inability to continuously
serve the high priority customers while repairing the breaks. Due to the lack of valves on this
section of watermain and the high criticality of users, the JWC TAC is recommending adding a
24-inch valve on St. Croix Avenue.
The valve was purchased, and the TAC solicited quotes to install the valve. Two quotes were
received and are shown below:

The JWC TAC reviewed the quotes and recommends approving the project with Valley Rich Co.,
Inc. The City of Golden Valley is working through the legal review process on the actual
contract. The project will be administered through the City of Golden Valley and reimbursed by
the Joint Water Commission. Staff anticipates a mid -May contract approval with the Golden
Valley City Council, with the project starting in late May or early June 2022 and completed
within a few days.
Financial Or Budget Considerations
The 2022 JWC Capital Improvement Program includes $180,000 for this work under line item
Replace Trunk Valve (#14-027).
Recommended Actions
Motion to approve project for the Joint Water Commission 24-Inch St. Croix Avenue Valve
Project with Valley Rich Co., Inc. for the installation of a new valve on St. Croix Avenue in the
amount of in the amount of $43,000.

Valley -Rich Co., Inc. will provide labor and equipment needed to excavate and install (1) 24" valve. A temporary
water bypass from three sets of hydrant -to -hydrant connections is included. The bypass piping is by Valley -Rich.
All materials and trucking (soils in/out) is by the City. All restoration is by the City. Dewatering is excluded if
needed. Based on doing during the current gate valve project.

We are pleased to offer our proposal for the installation of one 24" valve; includes labor,
equipment, temporary water service and traffic control in our price of:

The following items are NOT included in our proposal:
SAC/WAC charges, DEWATERING IF REQUIRED, soil correction and/or replacement of any type or
removal of any excess materials off -site. Restoration of any type, other than as detailed above. Soil
testing (we will compact but not test). Meters. Staking, Trench drains (if required). No Link Seals (if
required). No drain tile or finger drains unless otherwise noted. Damage caused by any private
underground utility not located by Gopher State One -call. No tree removal and/or replacement, grubbing,
sheeting, shoring or bracing. Allowance for any digging in or removal of shale or bedrock.
Engineering, frost ripping charges, winter work, rock excavation. As -built drawings or any type of
drawings. No air testing of piping of storm sewer or storm sewer manholes, if required. No splash pads
included. NO inlet sediment protection on storm sewer manholes, NO core -drilling through walls or h-
beams unless stated above; ADD: $600.00 per hole up to 14". NO CUT-OFFS ARE INCLUDED
UNLESS STATED ABOVE AND DOES NOT INCLUDE THE DEPOSIT FEE OF $10,000.00 PER CUT-
OFF. Responsible for normal street cost repairs (if stated above), not liable for unforeseen costs. No
temp patch included in price because of winter work. NOT responsible for paying for lane closure or
sidewalk closure unless stated above. NO STORM stubbed inside the building unless stated above. NO
lift station pumps are included in price unless stated above. Bid DOES NOT include any concrete base
or liner that goes underneath Storm Trap tanks.
Digging and backfilling will be with existing soil. Due to the rapidly changing material prices
by our vendors, this quotation is only valid for 15 days from the date hereof and is
subject to our review before any contract acceptance.

1. Towers - Golden Valley
• NH Tower — plan for 2023, will reach out to KLM, start design, get updated cost
estimates, may push to 2024.
2. Pumps
• Pump #4 at GV reservoir is original and needs to be replaced. Will include VFD
• Pump #3 at Crystal is original and needs to be replaced.
• Bolton and Menk proposal — approved at last meeting.
• GV proposing replacement of valves and actuators between pump and manifold
tee.
1. Purchase parts with battery backup, approve quote from Vessco, plus Total
Control cost - approximately $60,000 of work — recommend approval
2. Parts will be installed by GV Utilities crew (currently 24-26 week lead time on
parts).
• GV pump #5 is out of service, pump #4 needs replacement, GV working off of two
pumps — will be replaced with parts above, Crystal will need to pump while GV
replaces valves.
1. Need to fix both GV pumps before valve work at Crystal reservoir and NH
Tower.
A. Valves Fall/Winter work
• GV will inspect motors and electrical annually once pump #4 is replaced.
3. Valves
• Crystal — valve replacement around pump house was moved to spring of 2022 to
finalize scope of work and logistics. NEED TO MOVE START DATE BACK UNTIL GV
PUMP HOUSE HAS 4 OPERATIONAL PUMPS — SEE NOTE ABOVE (most likely Spring
2023 — parts are all on hand ready to install)
• Meter update at same time as valve replacement in Crystal (—$40,000)
• Golden Valley — St. Croix valve work — add a new valve in 2022. Work to start in
May or June. Valve has been purchased, have quotes for installation, recommend
award to Valley Rich.
o This work will require use of 2 of the 24" PCCP adapters we have on
hand, will order two new ones to have in place in case of emergency.
• Olympia and Louisiana — bad gear box, hold off on replacement, work to repair
• Valve replacement will be based on the following criteria:
o General idea is start at pumphouses/reservoirs and work out from
there.

o Can slide in other failed valves as we become aware of them.
o Can also prioritize valves that are part of street improvement projects.
4. SCADA
a. TAC agreed to add Cradle point at GV tower for redundant communications
i. This work is complete.
5. Miscellaneous
A. Medicine Lake Tower Parts Storage — Approve quote with Boys for misc. parts
saddles, corps, etc., organize all parts via inventory spreadsheet (smartsheet)
• Temp part storage during tower rehab in 2023? North Tower?
B. Emergency Action Plan - Map critical zones and valves (GV). Zones will be broken
down by 12 inch AND larger mains (distribution mains). Maps were approved and
will be printed into book. RJ will ask Heather to make legend/title sheet for books.
C. Fiber - TAC agreed running fiber to all facilities is a long-term goal.
o Existing Fiber - both emergency wells in Crystal, GV Tower, North Tower, and
Crystal reservoir.
o Proposed Fiber — MLR Tower (2021) — Crystal fiber complete. Joint project with
Hennepin County in 2023 or 2024 to get to GV Pump house, could save $150K
on total project cost. Will work with HC to coordinate projects.
D. Golden Valley Meter Pit Issues either install electronic actuators or install pressure
reducing/anti-cavitation valves (possible long-term fix). Work complete.
E. Golden Valley Tower Verizon Agreement Amendment
• Verizon working with GV to upgrade existing antennas on tower.
o Amendment to Lease Agreement with Verizon approved by JWC
February 9
o Approved by City of Golden Valley March 1
o Precon is Tuesday May 2
F. TH 55/Douglas WM Relocation
• Project to start in 2023.
G. Effluent Meter Pit
• Exploration work on top of existing pit will be postponed until time
allows.
H. 42" d Ave WM replacement — will be stand alone HC permit project in 2027
