The Golden Valley - Crystal - New Hope Joint Water Commission (JWC) meeting was called
to order at 1:30 pm.

Approval of Minutes — April 6, 2022
Moved by McDonald and seconded by Cruikshank to approve the minutes of the April 6,
2022 Joint WaterCommission (JWC) Meeting. Upon a roll call vote the following voted in
favor: Norris, McDonald, and Cruikshank. The following voted against: None. Motion
carried.
Parts and Fittings for JWC Main and Service Connections
Moved by McDonald and seconded by Norris to approve award going with Boys Water
Products to obtain parts and fittings for emergency repairs on JWC mains. Upon a roll call vote
the following voted in favor: Norris, McDonald, and Cruikshank. The following voted
against: None. Motion carried.

Authorize Purchase of Rotork Valves for GV Pump House
Moved by Cruikshank and seconded by McDonald to authorize Purchase of Valves at
Golden Valley Pump House in the amount of $42,139.48 and up to $18,000 in associated
costs to calibrate the new pumps. Upon a roll call vote the following voted in favor:
Norris, McDonald, and Cruikshank. The following voted against: None. Motion
carried.
Award 24" St. Croix Valve Work
Moved by Cruikshank and seconded by McDonald to approve project for the Joint Water
Commission 24-Inch St. Croix Avenue Valve Project with Valley Rich Co., Inc. for the
installation of a new valve on St. Croix Avenue in the amount of in the amount of
$43,000. Upon a roll call vote the following voted in favor: Norris, McDonald, and
Cruikshank. The following voted against: None. Motion carried.
TAC Update
Staff provided an update from the April 28, 2022 TAC meeting.
Other Business
The next Joint Water Commission meeting is scheduled for June 1, 2022

RESOLUTION APPROVING 2023-2032
CAPITAL IMPROVEMENT PROGRAM
WHEREAS, the Technical Advisory Committee reviewed the proposed 2023-2032
Capital Improvement Program; and
WHEREAS, the Golden Valley - Crystal — New Hope Joint Water Commission has
reviewed the 2023-2032 Capital Improvement Program at the June 1, 2022 meeting; and
WHEREAS, financing for projects outlined in the 2023-2032 Capital Improvement
Program will be reviewed each year and provided for by current approved budget.
NOW, THEREFORE, BE IT RESOLVED that the Golden Valley - Crystal — New
Hope Joint Water Commission approves the 2023-2032 Capital Improvement Program.

ks part of the routine maintenance needs of the JWC water distribution center the valves that isolate various sections of pipe need to be routinely exercised. Due to the size of the valves and the
requency in which they are exercised, a valve exerciser machine is needed. This machine is also needed during emergencies (water breaks) to shut down water valves. The current valve exerciser
vas purchased in 2008 and by the time of the proposed replacement in 2024 will be 16 years old. While there may be some flexibility in when this machine is replaced (it may be able to be
extended), it is important to keep it slated for replacement as scheduled due to it being our only machine to do this type (routine and emergency) of work.

Summary
Due to the Retirement of Kirk McDonald, city manager, of New Hope and Tim Hoyt appointed
by the City of New Hope, a special election should occur appointing Acting Tim Hoyt to the
board and as apposition on the board.
As per the Joint Water Commission By -Laws, the Joint Water Commission appoints a
chairperson, vice chair and Secretary/Treasurer
a. Officers and Officers' Duties: There shall be appointed on an annual basis on the following officer of
the Commission:
Chairperson; Vice Chairperson; and Secretary/Treasurer. The Chairperson or, in his or her absence, the
Vice Chairperson shall preside at all meetings of the Commission. The Secretary/Treasurer shall act as
the Clerk of such meeting, shall give notice thereof and shall be custodian of all books and records of
the Commission. The Finance Department on one of the member Cities be the custodian of all moneys
received by the Commission, shall keep accounts thereof, shall pay out money on orders signed by the
Chairperson, shall submit to the Commission such reports as it may request regarding the financial
affairs of the Commission.

Resolution appointing Tim Hoyt
as New Hope's representative
on the "Golden Valley/Crystal/New Hope Joint Water Commission"
for a term ending December 31, 2022
WHEREAS, the Cities of Crystal, New Hope, and Golden Valley created a Joint Water Commission in
1963 to benefit the three communities; and
WHEREAS, the Commission owns the trunk water distribution system found in the three cities and
purchases water from the City of Minneapolis; and
WHEREAS, it is necessary to appoint personnel to represent the City of New Hope; and
WHEREAS, it would be in the best interest of the City to appoint Acting City Manager Tim Hoyt to the
Commission to complete the remainder of the three-year term vacated by Kirk McDonald
due to McDonald's retirement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of New Hope, Minnesota, that
Tim Hoyt is hereby appointed as the City of New Hope's representative on the Golden
Valley/Crystal/New Hope Joint Water Commission effective June 2, 2022.
Adopted by the City Council of the City of New Hope, Hennepin County, Minnesota, this 23rd day of
May, 2022.
