Responsible for a variety of reports, including but not limited to, creating internal daily reports, and weekly activity reports, reviewing reports for adherence to MN Bureau of Criminal Apprehension (BCA) guidelines, and transcribing suspect, witness, and victim narrative reports (which may contain harsh language, violence, and sexual references). 4. Support department staff by completing case referrals to attorneys for consideration of filing criminal complaints, maintaining court calendar, and routing correspondence as needed. 5. Complete various ongoing department-specific tasks, including but not limited to: processing permits and licenses and forfeiture documents, performing criminal background and police contact inquiries for business licenses, recording court dispositions, processing expungements, submitting fingerprints to the BCA, and validating serial numbers for property items in the BCA and National Computerized Information Center (NCIC) databases. 6. Act as back-up for Evidence Technician, monitoring BCA messages, Monthly Supplemental Reporting System (SRS), BCA Validations, and Statewide Detention System entry. 7. Perform general administrative duties, including monitoring and ordering office supplies, preparing memos, supporting supervisors with budgetary responsibilities, processing invoices and purchase orders for payment, and working with vendors for equipment repairs. Approval of Minutes MOTION to amend minutes to show that Commissioner Harmon attended the 7/14 PEACE Commission meeting, and that Commissioner Arradondo was not in attendance. MOTION by Commissioner Quimby to approve amended minutes for 7/14/22 seconded by Commissioner Anderson. Approved unanimously 6. Oath of Office for Janet Frisch August 11th, 2022 – 6:30 pm Council Conference Room Golden Valley City Hall 7800 Golden Valley Road City of Golden Valley PEACE Commission Regular Meeting July 14th, 2022 – 6:30 pm 2 7. Elect Vice Chair of PEACE Commission Chair Gladney shared that Commissioners have come together to ask for these qualities in a Vice Chair: Leadership, Knowledge of the rules, committed to the role, and whoever takes this role must prepare their successor. Gladney opened the floor for commissioners to nominate a vice chair. Commissioner Ryan shared that the Vice Chair should have the responsibility of checking in on the 3 subcommittees. Commissioner Anderson shared that the commission has continually discussed gender equity, so we should keep that in mind when determining who should be Vice Chair. Commissioners Bakken and Dang shared that they did not have the current capacity to be vice chair. Staff Liaison Williams shared the bylaws to give clarity on the Vice Chairs length of term and responsibilities. Chair Gladney called for a vote for Vice Chair. Commissioner Harmon was unanimously voted as the Vice Chair. Commissioner Ryan shared that the PEACE Commission has gotten much closer after the work done with Dr.Raj Sethuraju and Kasim Abdur Razzaq. Commissioner Crosby gave Council Liaison Sanberg an update about how impactful the 2 trainings were for the commission. 8. Assign new Chair for Recruiting Subcommittee Commissioner Bakken was appointed as the of the Chair Recruiting Subcommittee. Chair Gladney moved Commissioner Wold from the Data and Research Subcommittee to the Recruiting Subcommittee. Chair Gladney moved from the Recruiting Subcommittee to the Data and Research Subcomm ittee Commissioner Quimby gave an overview of the executive committee. The executive committee consist of the PEACE Commission Chair, Vice Chair, and the 3 subcommittee chairs. They meet to keep the commission organized, share resources, and determine agenda items. Executive Committee also meets with city staff in cases that all PEACE Commissioners can’t meet. 9. National Night Out Recap Commissioner Quimby gave a recap of National Night Out. Quimby shared that Joanne Paul, the Police Department’s Community engagement specialist, has retired. Quimby says that because of this, partnering with the PD will be increasing difficult, as the PEACE Commission still doesn’t have any PD representation. Quimby shared that PEACE should be diligent in building a relationship with whoever takes on the Crime Analyst and Community Engagement position. Commissioner Crosby shared how impressive Quimby’s work was in organizing the PEACE Commission’s plan for NNO and was very thankful. 10. Staff Updates - GVPD Hiring (Trey asked for answers on how many officers were extended and accepted) Staff Liaison Williams shared that the Police Department • Officially swore Virgil Green in as Police Chief and is having a ceremony September 6th • Hired two new Patrol Officers, July 25 and August 1 – currently in training academy. • Gave two conditional offers of employment to Patrol Officers this week. • Still in background process for two Patrol Officers. City of Golden Valley PEACE Commission Regular Meeting July 14th, 2022 – 6:30 pm 3 • As of August 5th at 11 am GVPD has 17 sworn individuals on the department currently (including the two new officers). Chair Gladney, Commissioner Anderson, and Commissioner Crosby shared that an entire police department in North Carolina quit after the hiring of a black female City Manager. Crosby shared that the underlying factors were race and gender and although he may not be able to call it out explicitly, those things are permeating under the service. - Microsoft Teams overview Staff Liaison Williams showed the commission how to navigate Microsoft Teams. Chair Gladney suggested Williams meet with the executive committee to give a more indebt overview. - Pohlad Grant Staff Liaison Williams shared that the city is looking for PEACE Commissioners to serve on the Pohlad grant’s Data team and Policy team. Commissioner Anderson volunteered to join the Policy team and Commissioner Dang volunteered to join the Data team with Commissioner Ryan committing to be her back up in the case that she cannot fulfill her duties. - Peace and Love Circle Staff Liaison Williams shared that the city is partnering with Rose McGee and Sweet Potato Comfort Pie to facilitate a Peace and Love Circle. Williams said that this will be a good opportunity for the PEACE Commission to gain experience in a restorative circle and listening session. - City Pledge to Reimagine Public Safety Staff Liaison Williams shared an opportunity for the city to join a Pledge to Reimagine Public Safety. Williams shared that if the PEACE Commission is interested in adopting this pledge, that they should attend a council meeting to advocate for the pledge. Chair Gladney asked for more time to determine interest in the pledge. 11. Adjournment MOTION by Chair Gladney to adjourn at 8:09pm, SECOND by Commissioner Anderson.
