The Golden Valley - Crystal - New Hope Joint Water Commission (JWC) meeting was called
to order at 1:30 pm.

2022 Joint WaterCommission (JWC) Meeting. Upon a roll call vote the following voted in
favor: Norris, McDonald, and Cruikshank. The following voted against: None. Motion

Moved by McDonald and seconded by Cruikshank to approve the 2023 Budget — Resolution 22-

Appoint Tim Hoyt to the JWC Board
Moved by Cruikshank and seconded by McDonald to appoint Tim Hoyt as New Hope's
representative on the Golden Valley/Crystal/New Hope Joint Water Commission. Upon a roll
call vote the following voted in favor: Norris, McDonald, and Cruikshank. The following
voted against: None. Motion carried.
Appoint Chairperson, Vice Chair, and Secretary/Treasurer for the remainder of 2022
Moved by McDonald and seconded by Cruikshank to appoint Anne Norris as Chair, Tim
Cruikshank as Vice Chair, and Tim Hoyt as Secretary/Treasurer for the remainder of 2022.
Upon a roll call vote the following voted in favor: Norris, McDonald, and Cruikshank. The
following voted against: None. Motion carried.

The next Joint Water Commission meeting is scheduled for July 6, 2022

SUBJECT: Crystal Pump House camera installation
As part of security improvements at the pump houses Crystal staff obtained a quote to install cameras at the
Crystal Pump House. The quote was obtained from the vendor the City currently uses for other facilities so that
everything will be on the same system. In all, 6 cameras are proposed to be installed at the pump house covering
the doors, control room, and outside hatches.
Project cost
Computer Integration Technologies, Inc. quote for $16,843
Project funding
This project will be funded using the SCADA updates (70-18) project which has $190,102.41 balance remaining.
The reason for not using the Security Upgrades project is due to that funding being saved for the fiber installation
to the Golden Valley Pump House.
Recommended action

Authorize the contract with LOGIS to provide the North/South fiber run from Golden Valley Road to the
Skyline Pumphouse.

Summary
The 2022 CIP includes funds to install new fiber to the Golden Valley Pump House.
To keep costs down, Golden Valley Utilities is working on a joint venture with Hennepin County
to run fiber from LOGIS to the intersection of Golden Valley Road and Hidden Lakes Parkway,
price to be determined later. This quote is for the solo JWC portion of the run from the above
intersection to the pumphouse.
Financial Considerations
The funds from the 2022 CIP #14-037 Security for All Towers and Pump Stations (Fiber), which
includes $150,000 in 2022, will be used for this project.
Recommended Actions
Motion to authorize the LOGIS contract for the first half of the fiber installation to the
Golden Valley Pump House in the amount of $ 79,794.00

1. Towers — New Hope
• MLR Tower— plan for 2023, NH has reached out to KLM, start design, get updated
cost estimates, 2024 construction. Antenna work going at tower.
2. Pumps
• Pump #4 at GV reservoir is original and needs to be replaced. Will include VFD
• Pump #3 at Crystal is original and needs to be replaced.
• Bolton and Menk designing project.
• GV replacing valves and actuators between pump and manifold tee.
1. Purchase parts with battery backup, approximately $60,000 of work — has been
approved and ordered
2. Parts will be installed by GV Utilities (and Crystal and NH?) crews (currently 24-
26 week lead time on parts).
• GV pump #5 is out of service, pump #4 needs replacement, GV working off of two
pumps — waiting on actuators from Vessco. Crystal will need to pump while GV
replaces valves.
1. Need to fix both GV pumps before valve work at Crystal reservoir and NH
Tower.
A. Valves Fall/Winter work
• GV pumps 2&3 only two in service until repairs and replacement of pump #4 is
complete.
• GV will inspect motors and electrical annually once pump #4 is replaced.
3. Valves
• Crystal — valve replacement around pump house was moved to spring of 2022 to
finalize scope of work and logistics. NEED TO MOVE START DATE BACK UNTIL GV
PUMP HOUSE HAS 4 OPERATIONAL PUMPS — SEE NOTE ABOVE (most likely Spring
2023 — parts are all on hand ready to install)
• Meter update at same time as valve replacement in Crystal (—$40,000)
• Golden Valley — St. Croix valve work — add a new valve in 2022. Work to start in
Mayor June. DONE
o Replacement adapters ordered in April — 3-4 month lead time.
• Olympia and Louisiana — bad gear box, need to evaluate scope of repair.
• Valve replacement will be based on the following criteria:
o General idea is start at pumphouses/reservoirs and work out from
there.
o Can slide in other failed valves as we become aware of them.

o Can also prioritize valves that are part of street improvement projects.
o Will update list next TAC meeting now that St. Croix Valve is complete.
4. SCADA
a. Recommend approving quote to add 6 cameras to Crystal pump house, will
use remaining SCADA funds.
5. Miscellaneous
A. Medicine Lake Tower Parts Storage — Parts received, Smartsheet created, need to
organize.
• Create column in Smartsheet for Replacement Parts Ordered and fill
with date ordered.
• Temp part storage during tower rehab in 2023? North Tower?
B. Fiber - TAC agreed running fiber to all facilities is a long-term goal.
o Existing Fiber - both emergency wells in Crystal, GV Tower, North Tower, and
Crystal reservoir.
o Proposed Fiber — GV Pumphouse (2023) —Joint project with Hennepin County in
2023 or 2024 to get to GV Pump house, recommend approving $80K project
with LOGIS to get fiber from pump house to GV Rd. Will then approve another
portion with Hennepin County along GV Rd in late 2022/early 2023. Project
will be well under $200K budget.
C. Golden Valley Tower Verizon Agreement Amendment
• DONE
D. TH 55/Douglas WM Relocation
• Project to start in 2023.
E. Effluent Meter Pit
• Exploration work on top of existing pit will be postponed until time
allows.
F. Mpls Agreement Renewal 2024
G. CIP — working on 2023 — 2032 CIP
H. Altitude Valve Repalcement at MLR Tower
• To be included with recoating in 2024 (similar to what was done with
GV tower last year)
